Tender Description
The Highfields & Meringandan Sewerage Catchment Study Planning Report 2021 (HMSCSPR) identified pumping issues in and around the Highfields town centre and in the vicinity of the New England Highway. Four sewer pump stations (SPS) have a common rising main which runs along Highfields Road discharging into a gravity sewer manhole near Lauder Drive. Two of these SPSs are currently not able to meet peak wet weather flow requirements. A copy of HMSCSPR is included in the “Reference Documents” of the Principal’s Project Requirements (attached).
To overcome this pumping issue, the solution identified in the HMSCSPR was the installation of a new sewage pump station in the northern corner of Kuhls Road Park, off Clarke Road. The proposed pump station allows for decommissioning of existing sewer pump stations HIPS1, HIPS2 and HIPS4, followed by decommissioning of HIPS3 in 2031. Hence the new pump station should have capacity to accommodate inflows from all the decommissioned SPSs. The locations of these existing SPSs with suggested alignments of sewer mains are detailed in Figure E-6 and Figure E-7 included as Highfields Augmentations in the “For Information” documents of the Principal’s Project Requirements (attached).
Primary project drivers include:
1. reduce breakdown risks (sewer overflows).
2. reduce maintenance costs (HIPS3 impeller damages).
3. reduction in operational costs (HIPS1, HIPS2 and HIPS4 combined to one pumpstation).
4. addresses identified low flow issues and will prevent continued occurrences.
5. meet regulatory compliance requirements/Council service standards.
6. meeting future population and development needs.
7. community satisfaction.
8. improve maintenance and operation, energy efficiencies, and system reliability
This Tender seeks to outline the requirements to construct the new sewer pump station, gravity sewer mains, rising mains and appurtenant works and to minimise customer and stakeholder impacts, including access disruptions and environmental impacts.
The Contractor must provide full-service delivery for works and must plan and sequence the works to ensure that design and construction activities are delivered concurrently across different portions of the scope. Construction may only commence on areas where design has been approved by the Principal (Council). However, Council requires the Contractor to manage the program so that while some areas progress to procurement and/or construction, other areas may be in design phase. This approach is intended to achieve efficient, continuous delivery and maximise completion of the works within FY26.

Note: All personnel attending the inspection must wear personal protective equipment (PPE) which includes at a minimum, long sleeve shirt, with approved high-vis colour or over vest, long pants, safety boots, wide-brim hat, and safety glasses.
