Design, Supply & Manufacture for P-0509543 CD4P, CD2E and CD2C Dumper Cell Replacements Project

⁠⁠⁠Scope of Work

RTIO Sustaining Capital is seeking expressions of interest from suppliers to undertake design, supply, manufacture, delivery, pre-assembly verification, installation verification, inspection, testing and commissioning of replacement car dumper cells and associated equipment for three Car Dumper Cell replacements of CD4P, CD2E and CD2C at RTIO`s port Sites.

Scope includes three lots of twin dumper cells, end rings, dust covers, gravity clamps, wipers, spill plates, counterweights, trunnions, trunnion beams, drive arrangements, cardan shafts, brake systems, brake hydraulics, rack locks, moving side pads, moving side pad hydraulics, axial thrust assemblies, wheel grippers, wheel gripper hydraulics, jacking frames, hydraulic rams, winches, supporting steelwork, lubrication, guarding, roll in maintenance platforms, access walkways, stairways, handrails, ingo/outgo gates, dust walls at rail level, dust walls at trunnion level, access hatches, access doors, push air fans, dust extraction hoods, dust ducting, water cannons, spray bars, controls instrumentation, laser obstruction detection systems, vibration analysis, electrical supply, MCCs, power cables, controls cables, lubrication lines, hydraulic lines, service catenaries, services access masts/ladders/platforms, junction boxes, distribution boards, E-stops, transport cradles for new and existing cells, sealing arrangements, controls system upgrade to interface with existing train positioner.

Design includes existing condition assessment, 3D scanning, functional safety reviews, design review workshops at 15%, 30%, 50% and 85%, installation methodology preparation, commissioning plan preparation, FEA analysis.

Site Pre-assembly and Installation of the Goods into the car dumper facility will be undertaken by others, however, the Contractor must provide technical support for integration of the Goods into the existing operating infrastructure, such as all structural, mechanical, civil, hydraulic/lubrication, electrical and control tie-in points.

The car dumper cells should be assembled as completely as practical for transportation to minimise site assembly but must not require partial dismantling for final installation.

All Goods shall be supplied complete and fully operational including all necessary components, auxiliaries, accessories, special tools and other such items and documentation necessary to install and commission the equipment.

The Goods will be installed into the existing train unloading facility to replace the current car dumper cells.

The contractor will be responsible for all aspects of the supply and delivery phase to RTIO Site including Site representation and commissioning. On-site installation works to be carried out by others.

Installation and commissioning of CD4P, CD2E and CD2C Car Dumper cells are scheduled to be replaced in Q3 2028, Q2 2029 and Q3 2030

Interested contractors should respond to this Expression of Interest by providing detailed answers to the questions outlined and by supplying the requested supporting information.

RTIO will develop the contract tender list based on the EOI response and supporting documentation.
