Tender Description

Package Overview

Successful company

The services in this package cover the design, deployment, integration, and Gamestime support of in-venue Network Infrastructure equipment and associated services required across Brisbane 2032 venues. Network Infrastructure is a foundational layer supporting all Technology services, including Results, Timing & Scoring, Broadcast, Media Operations, Workforce Communications, and Venue Management.

The NEP Partner will be responsible for delivering resilient, scalable, and secure venue-based network capability, aligned with the operational demands of a global major event and supporting 24/7 Games-time operations.

A successful company has the opportunity to supply and be named the Network Equipment Provider (NEP) Partner, with this category open for a domestic sponsorship.

Typically, this category includes a strong sponsorship offer (VIK / Cash) with Brisbane 2032 having a high expectation of securing a NEP Partner from this process.

Those Suppliers with the capability, capacity, financial ability and an interest in becoming the NEP Partner are strongly encouraged to submit a Full Scope registration.

Technical Requirements (High-Level)

Core Network Infrastructure The Partner will be responsible for delivering comprehensive in-venue network capability, including:

• Switching and routing infrastructure within venues

• Local Area Network (LAN) design and deployment across Technology Equipment Rooms (TERs) and network racks

• Development and maintenance of Low Level Designs (LLDs) for all in-venue network infrastructure, aligned to agreed High Level Designs and venue requirements

• Network infrastructure within venues to enable connectivity to external telecommunications services (provided by others)

Wired & Wireless Services

The solution must enable:

• Large-scale wired connectivity for operational areas, media, OBS, timing/scoring, and Games systems

• Pervasive Wi-Fi throughout indoor and outdoor spaces, including highdensity zones (press, broadcast, workforce, operations)

• High-density Wi-Fi design and optimisation to support peak operational demand scenarios

• Coordination with venue infrastructure providers for structured cabling (copper and fibre), including design standards and integration requirements

Network Operations, Monitoring & Management

The Partner must provide:

• Network monitoring tools, dashboards, and alerting capabilities for in-venue infrastructure

• Remote management capabilities for configuration, performance tuning, and fault diagnosis of network equipment

• Integration of network monitoring and management tools and resources within the Technology Operations Centre (TOC) for Games-time visibility and coordination

• support for automation and analytics to enhance network performance, visibility, and operational efficiency

Cybersecurity & Access Control

All network infrastructure must support the Games’ cyber security framework, including:

• Network segmentation across stakeholder groups

• Support for secure authentication, device control, and traffic protection mechanisms

• Alignment with centralised cyber security services and IOC/IPC cyber protocols (as defined by the Cyber function)

Venue Integration & Readiness

Network infrastructure must be planned, coordinated, and deployed as part of overall venue readiness activities, including:

• Equipment installation within TERs and venue technology spaces

• Integration with venue-specific technology systems and operational requirements

• Coordination with OBS, AV, Sport, Timing & Scoring, and Venue Management

• Participation in pre-Games testing, readiness exercises, and validation activities

Technical Support & Games-time Operations

The Partner must provide:

• On-site and remote technical support for network equipment throughout testing and Games time

• Incident support, hardware replacement capability, and escalation support for network infrastructure

• Support for configuration changes, performance optimisation, and continuity of in-venue network services

• Collaboration with the Technology Operations Centre (TOC) and other service providers to support Games-time operations

Sustainability & Reuse

Solutions should reflect sustainable Games principles:

• Use of energy efficient equipment.

• Re-use or re-deployment options wherever feasible Solutions should reflect sustainable Games principles:

• Use of energy efficient equipment

• Re-use or re-deployment options wherever feasible

• Minimisation of physical footprint and efficient installation approaches

Indicative Requirements (Based on International Games Data)

Historical Games provide insight into the likely scale of requirements for a project of this type. These figures are not targets, but help suppliers self-assess capability:

 Telecommunications & Infrastructure Volumes

• Access switches: historically between 2,900 – 3,519 units.

• Routers: Small form factor and core/distribution routers ranged from 66 – 150 units.

• Firewalls: between 47 – 118 units deployed.

• Load balancers: up to 55 deployed in prior Games.

• Wi-Fi access points: ranged from 1,494 (Rio: BOH + Public) to ~9,960 (London + Rio combined BOH/Public).

• Cabled network outlets: 65,000 – 94,776 total ports, with ~62,000 active.

• TERs: Rio deployed 35 Telecommunications Equipment Rooms.

• Network Equipment Racks (NERs): Rio deployed 879 racks, averaging 15.7 per venue.

Representative Device Volumes & Network Demand Indicators

• Personal Mobile Radios (PMR): 12,649 – 15,922 devices; 700 – 1,235 talk groups.

• Mobile phones: 16,653 – 24,546 total devices.

• Tablets: 384 – 411.

These figures help suppliers gauge:

• the scale of switching, routing, Wi-Fi and cabling required,

• the operational complexity of deployments, and

• the approximate volumes seen in large multi-venue events.
