Dear Suppliers,

V/Line Corporation operates regional public transport services within Victoria and is the sole provider of intrastate regional passenger rail services including the Victorian regional railway network.

Brief description:

V/Line is providing advance notice of its intention to establish a Minor Works Panel Arrangement for construction ‑ related services, to be procured under Ministerial Direction and in accordance with applicable government procurement policies.

The Panel will support the delivery of minor construction works, maintenance, and compliance activities across metropolitan and regional locations.

Supplier Capability & Regional Coverage Survey (Information Only)

As part of V/Line’s planning and market‑engagement activities for the proposed Minor Works Panel, suppliers are requested to complete the attached Supplier Capability & Regional Coverage Survey.

The purpose of this survey is to gather information on supplier capability, Construction Supplier Register (CSR) category registration, and regional coverage to inform V/Line’s procurement planning and panel development activities.

Completion of the survey is voluntary and is sought for information‑gathering purposes only. Submission of the survey, or inclusion of a supplier’s details in any resulting analysis or register, does not constitute a guarantee of invitation to tender, quotation, or engagement, nor does it form any part of a formal approach to market.

Suppliers who wish to have their capability and regional availability considered are encouraged to complete and return the attached survey by the nominated closing date and forward to Joe.Brennan@vline.com.au.

The Procurement Model:

This market approach will be a single stage tender process via a Select Tender.

Eligibility to participate is limited to suppliers who are registered on the Construction Supplier Register (CSR) under the relevant works category and who, in V/Line’s sole discretion, meet the required capability, compliance, financial capacity, and performance criteria.

Participation in the Select Market Approach will be subject to:

· Supplier registration and prequalification status on the Construction Supplier Register (CSR)

· Demonstrated capability aligned to the relevant scope categories and regional capability tiers, as assessed and determined by V/Line.

· Suppliers not registered on the CSR at the time of release will be excluded from participation

Anticipated for release in end June 2026, subject to internal approvals.

Minimum certification requirements or technical capability requirements:

All services will be required to comply with the definition of Construction Works under the Ministerial Directions and Instructions for Public Construction Procurement (MDPCP).

Please note: All services must be delivered in compliance with:

· Applicable legislation and Australian Standards

· WHS laws and site-specific requirements

· Ministerial Direction and associated government policies

Location

Services will be performed in both Melbourne metro and regional areas.

Fair Job Code pre-assessment certification

Interested Tenderers intending to submit a tender bid will be required to submit a Fair Job Code pre-assessment certification as part of your tender submission. Suppliers who do not meet this mandatory compliance criteria will not proceed to forward to full tender assessment.

V/Line now uses Zycus as its procurement system, and we will use Zycus for tender events.

What this means for you.

V/Line will release a new Tender document for Construction Works on the Zycus platform. This is the ONLY platform that tender documentation will be available on.

As part of our implementation of Zycus, we have also introduced the Zycus Supplier Network (ZSN) portal, which is a secure, online platform that enables suppliers to engage with V/Line digitally. Tender documentation will be available to be viewed via the ZSN portal, and V/Line will be accepting tender responses submitted via ZSN.

If you already have a ZSN account linked to V/Line, please login using your existing login information.

View tender documentation

After your ZSN registration is complete, you will be able to login to ZSN and view the tender documentation when it is released from your ZSN account V/Line home page. Tender documentation will not be available to view until the release date.
