Introduction

The Bureau seeks a contractor to design, implement, migrate, and operationalise a data management solution for the Flood Warning Infrastructure Network (FWIN) program. The solution will be implemented on Microsoft Power Apps + Microsoft Dataverse, with automation via Power

Automate and integration hooks to GIS and Power BI, to improve data integrity, governance, user experience, auditability, and integration.

Background to Requirement

FWIN currently manages asset acquisition and lifecycle data using multiple SharePoint Lists. This approach has reached its limits, resulting in recurring issues with data quality, relational constraints, auditability, security, workflow orchestration, and integrations (notably breaks in Power BI reports and manual GIS export steps). A future-state evaluation compared:

  • Option 1: Power Apps + Dataverse
  • Option 2: Single consolidated SharePoint List

The analysis found Power Apps + Dataverse best meets FWIN’s needs for relational data structures, robust governance and security, workflow automation, scalability, auditability, and reliable analytics/GIS integrations. The contractor will deliver this future state and transition FWIN from SharePoint Lists to Dataverse as source of truth. This role will be located in the Bureau's Melbourne office.

Objectives and Outcomes

• Establish a Dataverse data model, configured security, and workflow automation to support FWIN lifecycle management.

• Improve data integrity with validated forms, enforced business rules and quality checks.

• Enable consistent, reliable integrations with GIS and Power BI.

• Provide an administered environment with audit history, role-based access, and clear governance.

• Deliver documentation, training and handover to internal staff.

Outcomes

• A single source of truth in Dataverse with robust relational integrity and field-level controls.

• Controlled, guided user experience (Power App) that reduces errors and supports lifecycle workflows.

• Analytics through Power BI and an automated GIS export pattern (where feasible).

• Improved data governance: auditability, approvals, change control, and stewardship processes.

• Operational readiness: runbook, support model, and transferred knowledge.
