Tender Description

⁠⁠⁠ASD is seeking to strengthen and sustain its Technical Signals Intelligence (TechSIGINT) training capability to support ongoing development of the analyst workforce. TechSIGINT comprises Electronic Intelligence (ELINT), Foreign Instrumentations Signals (FISINT), Communications External (COMEXT) and PROFORMA.

Specifically:

  • ASD requires access to specialist instructional expertise in TechSIGINT disciplines to support the development, maintenance, and delivery of advanced technical training.
  • Training delivery must balance formal instruction, curriculum development, and practical application, ensuring that learning remains aligned with contemporary tools, systems, and tradecraft.
  • Instructors need the ability to maintain operational context and currency alongside training responsibilities to ensure instructional relevance and effectiveness.
  • Any engagement must support structured knowledge capture and transfer, enabling ASD to progressively build and retain training capability over time.

The intended outcome is to engage external specialists who can design, deliver, and continuously refine TechSIGINT training, while also operating within ASD’s environment to maintain relevance, contribute to analyst development, and support long‑term capability sustainment. We are seeking to understand what consultant/ out sourced service provider options exist to address this requirement.

The users and their needs

The primary users are TechSIGINT analysts undertaking from basic to advanced training.

They need:

  • High‑quality, technically rigorous instruction grounded in real‑world SIGINT operations;
  • Structured and repeatable training delivery, supported by well‑designed curricula, lesson plans, and assessment artefacts;
  • Instructors with current operational credibility, capable of translating complex tradecraft into effective learning experiences;
  • Integrated on‑the‑job training (OJT) that reinforces formal learning and accelerates analyst proficiency.

Technical/business constraints

Security and operating environment - Roles require TSPV clearance, privileged ICT access, and on‑site delivery within ASD facilities in Canberra.

Workforce integration - Contractors must be able to embed within operational teams when not delivering formal training, operating under ASD governance and security frameworks.

Defined scope and timeframe - The requirement is medium‑term, with an initial contract term of 12 months and extension options, intended to bridge a capability gap rather than establish an enduring outsourced function.

Platform and delivery constraints - Training is delivered face‑to‑face and through ASD‑approved systems; work‑from‑home arrangements cannot be accommodated.

Knowledge transfer expectation - All training content, curricula, and artefacts must support deliberate knowledge transfer and longer‑term internal capability sustainment.
