Goulburn Valley (GV) Health is the leading public health provider for the Goulburn Valley sub-region within the broader Hume region in Victoria. Anchored by its main campus in Shepparton, GV Health delivers comprehensive 24-hour emergency care, along with a wide spectrum of medical, surgical, maternity, and mental health services. It also supports surrounding communities through integrated community health programs and residential aged care facilities. GV Area Mental Health and Wellbeing Services (GVAMHWS) operates as a key division of GV Health and provides a range of community and bed-based mental health services for children and young people (0-25), adults (26-65) and older persons (over the age of 65) affected by serious complex mental illness within the Goulburn Valley region. Programs and services delivered cover the areas of Greater Shepparton, Moira (excluding Yarrawonga), Strathbogie, Mitchell and Murrindindi with a combined population of approximately 165,000 people.
The Royal Commission into Victoria’s Mental Health System (Royal Commission) delivered its final report in March 2021, outlining 65 transformative recommendations (in addition to 9 interim recommendations) aimed at redesigning the state’s mental health system. Among these, Recommendation 21.2a called for the Victorian Government to expand the availability of bed-based services, including the establishment of a Youth Prevention and Recovery Care (YPARC) centre in every region for young people aged 16 to 25 years.
Within the Youth Mental Health and Wellbeing service stream, YPARC services provide short term recovery focused treatment, care and support in a community based residential setting for young people aged 16-25 experiencing mental health challenges. YPARC services are typically delivered in partnership with non-government organisations (NGOs). These centres bridge the gap between community mental health services and acute inpatient care, and form a key component of the Infant, Child and Youth (ICY) Area Mental Health and Wellbeing Services (AMHWS).
In response to the Royal Commission’s recommendations, the Victorian Government committed significant investment toward the development of new and refurbished YPARC facilities across the state. One of these new centres is a 10-bed YPARC facility in Shepparton, to be operated by Goulburn Valley (GV) Health. The facility will feature a variety of therapeutic, treatment and support spaces designed to foster recovery in a safe, home-like environment.
Construction of the Shepparton YPARC, located at 5-7 Numurkah Rd and 107-109 Balaclava Road, is complete and handover of the building occurred in November 2025. In September 2025, GV Health was notified that funding to support the establishment of the YPARC Shepparton will be provided in 2026/27. An implementation plan was submitted in September 2025 and a revised plan in February 2026. In March 2026, DH confirmed an allocation of $250,000 to support GV Health in necessary establishment costs with the requirement that GV Health commit to open their YPARC facility on 1 July 2026. In January 2026, GV Health was allocated new operational funding of $2,688,000 to be provided in 2026-27 to facilitate the establishment of the Shepparton YPARC.
This project establishes the NGO partner for GV Health during implementation and first three years of operation of Shepparton YPARC.
