Tender Description
This Tender is invited by the Issuer.
We need to modernise a suite of 11 Signals Communications Systems training courses that are no longer fit for purpose.
Specifically:
1. The current courses are not maintainable.
All courses are delivered as legacy SCORM packages with no available editable source files, preventing efficient updates, corrections, or long‑term sustainment.
2. Quality, consistency, and learner experience are uneven.
Existing materials vary in design quality, structure, interactivity, and presentation, reducing learning effectiveness and consistency across the course suite.
3. Content does not fully meet modern standards and platform constraints.
The courses must be redeveloped using Moodle‑native tools on ADELE (O:S), align with ASD Learning Standards and the ASD style guide, and meet WCAG 2.1 AA accessibility requirements, with minimal reliance on prohibited custom code.
4. Technical content requires review and modernisation.
Communications‑systems content must be reviewed with SMEs to ensure accuracy, currency, and coherence across all 11 courses, without expanding the approved scope.
5. Ongoing ownership and maintenance.
The solution must provide all editable source files and artefacts to enable ongoing ownership and maintenance.
The users and their needs
The users are Radio Frequency Analysts undertaking foundational communications‑systems training.
They need clear, well‑structured digital learning that explains complex technical concepts progressively, engaging and interactive materials that support comprehension and retention, and reliable access to courses within the ADELE learning environment. Content must be accessible, accurate, and aligned to defined learning outcomes to support consistent skill development across the analyst cohort.
