Tender Description

Barwon Water is providing this Expression of Interest (EOI), for engineering services to support the master planning and reference design of the new North Western Recycled Water Centre and pipeline in the north and west of Geelong.

The project forms part of a major regional water infrastructure project supporting growth of approximately 40,000 homes and improved climate resilience for residential and industrial customers. Subject to approvals, the overall project is expected to exceed $0.5 billion in total value (including construction) this reflects the scale and long term significance.

The immediate focus of the EOI will be on master planning and reference design for a new recycled water treatment center and pipeline infrastructure. Future delivery phases may proceed subject to approvals and separate procurement processes.

The EOI is expected to seek submissions from a single lead consultant (one legal entity). The lead consultant may engage specialist sub consultants where this demonstrates value and aligns with Barwon Water strategy. Joint venture or consortium responses are not intended.

Indicative experience relevant to the anticipated scale and complexity of the project includes:

  • Sewage and Class A recycled water treatment of approximately capacity 20 ML/day
  • High capacity pump stations
  • Large diameter pipelines (approximately 0.5m) over long distances (for example, 40 km or more

(Provided as indicative signals of scale only.)

The procurement will be conducted in accordance with Victorian Government procurement policies and Buying for Victoria requirements.

An online market briefing for lead consultants only is planned for 3:30 pm, 7 May 2026. Please register on Buying for Vic.
