Tender Description
Fire Rescue Victoria (FRV) is responsible for serving and protecting communities across Melbourne and Victoria’s major regional centres. FRV operates an extensive property portfolio comprising approximately 85 fire stations, training facilities, corporate offices, workshops and support sites distributed across metropolitan and regional Victoria. Many of these facilities operate on a 24 hours per day, 7 days per week basis and support critical emergency response operations.
Summary of Service Requirement – RFT25-039 Provision of Cleaning and Hygiene Services
FRV requires the delivery of integrated cleaning and hygiene services across a broad range of operational and non-operational environments – as outlined in Part A.2 – Specifications.
The Contractor must provide a comprehensive cleaning and hygiene service that maintains all facilities in a clean, hygienic, safe and presentable condition suitable for emergency service operations. Services must be delivered in a manner that does not disrupt FRV activities, including emergency response, training and administrative functions, and must accommodate flexible service hours including day, after-hours, weekend and public holiday requirements.
The Services include, but are not limited to:
- Routine (regular) cleaning services
- Periodic (programmed) cleaning services.
- Reactive and ad hoc cleaning services, including emergency response
- Hygiene services and consumables management
- Waste management interface services
- Performance monitoring, reporting and contract management
The Contractor must provide all labour, supervision, equipment, materials and resources necessary to deliver the Services.
NOTE:
All Tenderers wishing to participate in this Request for Tender process must return the Deed of Confidentiality attached to this Invitation and register for the Site Visits (refer item 7 - Briefing session / Site Visit) in order to receive all of the documentation associated with this Tender.

BRIEFING SESSION / SITE VISIT
On-site Briefing Sessions will be held at five (5) nominated FRV locations on Thursday 25 June 2026 and Friday 26 June 2026.
Attendance is strongly encouraged as no online or remote briefing sessions will be provided. The sessions will allow Tenderers to inspect the sites, gain an understanding of the operational environment and service requirements, and seek clarification regarding the Invitation. Attendance will assist Tenderers in preparing a well-informed Tender submission.
To obtain the full Invitation documentation, Tenderers must execute and return the Deed of Confidentiality and register for a Briefing Session (online), regardless of whether they subsequently attend.
Tenderers must register via the Buying for Victoria portal by 2:00 pm (AEST) on Wednesday 24 June 2026 . Registration must include the names, email addresses and mobile numbers of attendees. A maximum of three (3) representatives per Tenderer may attend each site briefing.
Only one briefing session will be conducted at each site at the nominated date and time. Each session is expected to run for approximately one hour. Session timings have been structured to allow reasonable travel time between locations for Tenderers wishing to attend multiple briefings.
