⁠⁠⁠ABOUT THE RFQ:

Australian Rail Track Corporation (ARTC) is seeking quotes from competent contractors to provide materials and services to undertake Aerial Line Wire Removal Project (ALWRP) Removal of Redundant Line Wire

SCOPE:

ARTC is delivering the Aerial Line Wire Removal Project (ALWRP) to renew signalling and power function transmission across the Western Standard Gauge Line (WSGL) from Ararat VIC to Wolseley SA, under the Network Investment Program (NIP). The ALW infrastructure currently carrying the signalling and power functions is life-expired and the renewal of signalling infrastructure will improve the reliability, availability, maintainability and safety of the ARTC Defined Interstate Rail Network.

Prior to the Main Works Package (MWP) of the ALWRP, an Early Works Package (EWP) shall be undertaken to reduce ALW faults and to ensure the infrastructure is serviceable until decommissioning under the MWP.

ARTC seeks to engage a suitably qualified Signalling Contractor to perform works on the ALW infrastructure on the section from Ararat to Wolseley on the Western Standard Gauge Line. The scope of the engagement shall include:

• Desktop correlation to attain source records and identify redundant wires prior to site works;

• Field correlation to confirm redundant aerial wires;

• Daily use of the Infrastructure Booking Advice (IBA) process to de-energise live circuits adjacent to the redundant aerial wires to remove the potential for contacting live conductors. Consideration must be given to ensure active level crossings are not impacted in these works;

• Removal of redundant aerial wires;

• Replacement of failed crossarms and installation of insulators on new crossarms;

• Consolidation of in-service wires on one crossarm where possible;

• Replacement of stays to ensure crossarms are secure;

• Marking of site source records (‘box copies’) to identify redundant aerial wires removed;

• Testing of the signalling system to confirm only redundant wires have been removed; and

• Storage, collation and disposal or stockpiling of recovered materials
