Mail Security Screening Services

⁠⁠⁠The Requirement

The ACMA requires the provision of mail screening services for all inward postal mail delivered to ACMA offices in Canberra, Sydney, and Melbourne.

The required services include:

1. MAIL COLLECTION

• Collect incoming mail daily from designated Post Office boxes in the three cities.

2. MAIL SCREENING AND EXAMINATION

• Perform Level 1 security screening to detect explosive devices, incendiary devices, and sharps.
•  Conduct tactile manual opening of all mail by trained safe handling personnel at a secure off-site facility provided by the supplier.
•  Identify and report any suspect or security risk items to the ACMA Contract Manager.
•  Follow the supplier’s approved suspect items handling process.

3. PROCESSING AND RETURN OF MAIL

• Stamp all screened/opened items with the date and time of screening.
•  Return mail to its original envelopes.
• Package screened mail for delivery to each ACMA office location.

4. REPORTING AND COMMUNICATION

• Report all identified suspect items in accordance with ACMA service standards.

5. CAPABILITY AND CAPACITY:

• Suppliers must demonstrate the ability to provide secure off site mail screening services, including Level 1 screening for threats and manual opening by trained safe handling personnel. The ability to provide the mail screening service for Canberra, Sydney and Melbourne locations

6. COMPLIANCE AND ETHICAL CONDUCT

• Suppliers must act ethically, comply with all relevant policies and Commonwealth Procurement Rules, and ensure no conflicts of interest exist. All services must be delivered effectively, economically, and in line with entity requirements.
