Tender Description
As the Principal, the Port’s requirements under this Scope of Work are for the design and construction of a physical barrier to reduce operational sound transmission from Nexus Park to adjacent residential areas and improve community amenity.
Time and access constraints will apply due to operational working hours and the need to maintain safe, uninterrupted port operations, which are addressed further in this document.
The Contractor will be required to provide an innovative and constructible design that responds to existing ground conditions, the site constraints and the need to avoid adverse impacts on the location, its users and the appearance of the finished works.
Scope:
This Scope of Works applies to the Nexus Park precinct and surrounding infrastructure managed by Port of Townsville Limited in South Townsville, Queensland.
The Works comprise the design and construction of an appropriate barrier to reduce operational sound generated by activities within the Nexus Activation area and to improve amenity for adjoining sensitive receivers.
The Works are to be read in conjunction with the technical specifications, appendices, referenced approvals and other documents forming part of the Contract.
The Contractor is to:
• design the Sound/Noise Barrier to achieve the required acoustic and structural performance;
• develop detailed construction methodology and quality assurance documents including but not limited to ITPs, technical specifications, relevant technical data sheets and corrosion protection design;
• develop lot sequencing of fence installation to consider less impact to visual amenity and adjacent properties during construction;
• develop all execution-phase work health, safety and environmental documentation required for the Works;
• prepare and maintain a project-specific risk assessment and risk register for all activities;
• supply all materials, plant, equipment, labour and supervision required to complete the Works;
• establish site access, environmental controls, fencing and any other temporary works required for the construction of the barrier;
• obtain and manage all permits and approvals required for the Works, including any Port of Townsville Limited works permits and Ergon Energy interface requirements;
• establish and set out equipment at the construction locations;
• fabricate and install the Sound/Noise Barrier structure and any associated gates or interfaces at the 66 kV crossing location;
• disestablish and remove all plant, equipment and temporary works on completion;
• provide building certification and all QA handover documentation required at Practical Completion; and
• do anything else reasonably necessary to complete the Works in accordance with the Contract Documents.
