DFAT is seeking to place an experienced Cyber Policy Advisor within the communications and technology ministry of a Pacific island country to help strengthen national cyber security capability and uplift whole‑of‑government cyber incident response. The advisor will support implementation of the country’s forthcoming national cybersecurity strategy and provide practical policy, regulatory, and technical guidance in areas such as cyber governance, incident response, and digital infrastructure planning.
The role includes developing an implementation plan for the national strategy, creating core cyber policies and procedures, supporting cyber operations, uplifting ICT capability, and contributing to awareness and training across government and key stakeholders. The advisor will also manage relationships, coordinate activities aligned to the SEA‑PAC workplan, and deliver regular reporting to both DFAT and the host ministry. Requirements for tenderers include strong cyber incident response expertise, organisational capability to support an in‑country resource, demonstrated intercultural awareness suitable for Pacific contexts, and the ability to mobilise and sustain multidisciplinary support
