Tender Description

⁠⁠⁠Tenders are invited for the civil construction of the Caloundra Transport Corridor Upgrade (CTCU).

The CTCU is made up of two sections – Section 1 and Section 2 with works under the Contract to incorporate, but not be limited to:

Separable Portion 1 - Caloundra Transport Corridor between Omrah Avenue and Industrial Avenue Nicklin Way -Section 1 and 2:

Section 1 (Works Package A)

  • Duplicating existing traffic lanes to provide two lanes in each direction on Oval Avenue and Third Avenue;
  • Connecting Oval Avenue with Omrah Avenue via existing Bowman Road;
  • Building a two-way cycle track and pedestrian pathways (to be referenced under the Contract as Works Package D.
  • Upgrading the following intersections to traffic signals to improve safety and traffic operations:
  • Bowman Road/Gosling Street
  • First Avenue/Oval Avenue
  • Third Avenue/Oval Avenue
  • Changes to traffic movements at the following locations:
  • First Avenue, Second Avenue and Third Avenue intersections with Oval Avenue
  • Nicholls Street and Gosling Street intersection
  • Suller Street, Cowan Street and Omrah Avenue intersections with Bowman Road
  • Installing new street lighting and landscaping.

Section 2 (Works Package B)

  • Arthur Street to Industril Avenue/Nicklin Way (referred to as the Nicklin Way/Third Avenue extension):
  • Extension of Third Avenue from Arthur Street to Nicklin Way including a two-way cycle track and pedestrian pathway;
  • Connection of Industrial Avenue to Nicklin Way;
  • A new intersection on Nicklin Way;
  • Upgrading the intersection of Arthur Street/Third Avenue to traffic signals to improve safety and traffic operations;
  • Installation new street lighting and landscaping.
  • Package D: CTCU Section 1 Cycle Track Infrastructure

Separable Portion 2

  • Arthur Street Drainage Upgrade (Works package C)
  • New box culvert along Arthur Street, from the new intersection of Arthur Street and Third Avenue, to outlet 350m east at Roy Henzell Park;
  • New box culverts crossing Arthur Street between Caloundra rugby fields and Roy Henzell Park.

Respondents are required to price all separable portions as it is Councils intention to award all portions to one Principal Contractor. Departure from this will constitute a non-conforming tender.

The Contractor must have and maintain for the life the Contract, Department of Transport & Main Roads (DTMR) pre-qualification to pre-qualification level R3, A3, and F50 to be eligible to provide a Tender Response and be considered for award of this Contract.

It is anticipated that a Contract will be awarded to single contractor in May/June 2026 with Practical Completion of the Works by December 2027. Council requires the section of the corridor between the Nicklin Way and Bowman Road to be Functionally Complete and open to traffic by December 2027. Key Performance Measures of the Contractor will be centred around commissioning the Nicklin to Bowman section at or before December 2027 and the successful contractors ability to provide beneficial and successful delay mitigation strategies throughout the execution of the Contract.

Council is seeking to reduce its carbon emissions to Zero Net Energy (ZNE) by 2040. The design has been evaluated utilising the IS Rating Scheme (IS). This is a rating system for evaluating economic, social and environmental performance of infrastructure across the planning, design, construction and operational phases of this infrastructure asset.

An information session will be held onsite on 19 March 2026 at 10am. Respondents are encouraged to attend the information session to familiarise themselves with the site, project requirements, opportunities and constraints.

Works Packaging and Separable Portions:

It is Council’s intent to award a contract to a single contractor. Separable Portions & Works Packages have been allocated for the purpose of managing Council’s funding and assets ownership requirements, budget and schedule risks, and to assign relevant constraint and milestone requirements.
