Requirements

Purpose

1.1 As part of the Department of Foreign Affairs and Trade (DFAT), Australian Passport Office (APO) requires a qualified and experienced vendor to design and develop customised digital microlearning modules and learning artefacts.

1.2 These products will support the Tuvalu Department of Immigration in building capability in securing their passport services as part of the goal set by the Australian Government in the Falepili Union Commitment.

1.3 The selected vendor will provide the following deliverables to APO:

Operational Excellence Digital Microlearning Modules Package and learning artefacts.

Leadership and Management Development Digital Microlearning Modules Package and learning artefacts.

1.4 The vendor is required to design and develop the content with APO and client subject matter expertise. There are no facilitation or training delivery requirements.

1.5 A successful vendor will have demonstrated experience working with Pacific Island countries on projects of similar scope and nature.

2. Background

2.1 The digital microlearning modules will support Tuvalu Department of Immigration staff to meet international compliance obligations and build a sustainable digital library of microlearning resources and learning artefacts that can be used in the longer term.

2.2 APO has been working alongside the Tuvalu Department of Immigration to identify training needs and commence consultation of establishing Learner Pathways and competency matrices.

2.3 The APO is seeking a vendor to design, and project manage the development of microlearning modules and learning resources in alignment with Learner Pathways. This will include instructional design, translation of materials in both English and Tuvaluan and ensuring products are technically capable with SharePoint.

2.4 Through this work, expected benefits will include increased alignment to the International Civil Aviation Organization (ICAO), enhanced training efficiency and consistency for a more secure passport service, enhanced employee skills and engagement by having access to training and long-term sustainability of high-quality digital learning resources to continue to uphold the integrity of the Tuvalu passport service.

3. Scope of Requirement

3.1 Outcome 1: Development of Operational Excellence digital microlearning modules and learning artefacts

3.2 Outcome 2: Leadership and Management Development Digital Microlearning Modules

3.2.1 Translation services

The vendor will translate all learning materials, modules, assessments, job aids and artefacts into Tuvaluan. The vendor will ensure translation accuracy through cultural and linguistic review.

4. Delivery of Services

4.1 The successful vendor will be required to design and deliver all content for outcome 1 and outcome 2 by 4 months from signing contract. Vendor will be required to meet the agreed deliverable schedule requiring certain modules to be completed first and in sequence.

5. Security Requirements

5.1 Specified personnel, including all personnel providing services under the resulting agreement, must have a current Australian Government Baseline Security Clearance.
