Preparation of a Heritage Study for Castlemaine (Part – Volume 1)
The purpose of the project is to complete Volume 1 of the Castlemaine Heritage Study through to the preparation of draft ordinance and mapping to inform a planning scheme amendment.
The Project will involve the following tasks:
• Inception Meeting and preparation of a Project Management Plan
• Review of relevant work and research, including fieldwork
• Prepare a History of Place (Thematic study) that identifies the key historical themes of development that can be used for detailed assessment of places
• Targeted stakeholder and wider community consultation and engagement activities (organised and led by Council’s project team) and consideration and response to submissions / feedback received.
• Provide detailed assessments, including preparation of citations and statements of significance for two precincts, one group and one serial listing
• Prepare an updated register/master list of all heritage places / properties / precincts
• Place information uploaded into HERMES Orion database. In all cases, sources of information, both documentary and oral, shall be fully documented.
• Mapping: all identified places of cultural significance must be marked with a polygon on a Planning Scheme base map(s) to be provided, unless advised otherwise.
• A table which outlines the recommendations for statutory protection of each place assessed.
• Preparation of Heritage Design Guidelines and heritage planning permit Exemptions
• Planning Scheme ordinance and mapping: for those places recommended for a Heritage Overlay, the consultant shall complete a draft Schedule to the Heritage Overlay. The drafting of the Schedule shall accord with the requirements of the VPP Practice Note 1 – Applying the Heritage Overlay (‘PPN01’ - August 2018). PPN01 requires that a statement of significance must be incorporated in the planning scheme for each heritage place included in the schedule to the Heritage Overlay after 31 July 2018.Provide direction on the implementation process and associated and supporting information required
• Preparation of supporting documentation to support a full planning scheme amendment
It is anticipated that each volume of the study will also include community engagement, as part of the thematic study, individual property owners and the planning scheme amendment process.
