The City of Greater Geelong (the City) invites tenders from suitably qualified and experienced Delivery Partners to support the City of Greater Geelong in the successful delivery of the Asset and Customer Engagement (ACE) Program.
This Tender is a re-release of a tender that was released to market in February 2026.
Through this procurement, the City seeks to establish a collaborative partnership that will provide the capability, capacity and expertise required to design and deliver a complex, multi-year transformation program encompassing asset and field workforce management, enterprise system integration, business process development, and customer experience and marketing.
The procurement is intended to ensure that program delivery is aligned with the City’s strategic objectives, effectively manages implementation risks, and enables the phased realisation of measurable operational, customer and community benefits in accordance with the ACE Program’s priorities and implementation approach.
The Delivery Partner will work in close collaboration with the City of Greater Geelong (CoGG) to establish and operate a robust program management capability across the ACE Program. Drawing on proven experience from similar transformations, the Delivery Partner will embed skilled roles to support day-to-day delivery operations, enhance coordination and reporting, and uphold governance discipline. This includes:
- Supporting the CoGG project team
- Maintaining delivery rhythm across all streams
- Ensuring consistent execution of program controls
- Active participation in the program governance forum
The engagement will bring immediate uplift in delivery maturity and enable CoGG to confidently manage program outcomes.
Key Deliverables:
- Operate and manage the day-to-day delivery structure, supporting the PMO to achieve program outcomes.
- Embed roles within CoGG teams to drive coordination, reporting, and governance execution.
- Maintain delivery rhythm and discipline across all program streams.
- Fulfil indicative roles such as Program Coordinator and Analysts, with responsibilities including:
- Governance coordination
- Program reporting and assurance
- Financial tracking and forecasting
- Resource coordination
- Standards and quality oversight
- Schedule and milestone management
- Risk and issue management
- Stakeholder communications
- Benefit tracking enablement
