⁠⁠⁠Scope of Work

*** This EOI covers the scope of the Tank Drain and Repairs (Floor replacement, Access Platforms, Engineering, Tank Jacking including foundations, Replacement valves, Internal Pipework and Cranage) ONLY****

The work encompasses a comprehensive program of remediation, inspection, and upgrade activities across multiple diesel storage tanks at Paraburdoo (PBO), Parker Point (PPT), 7 Mile Dampier (7M), and Hope Downs 1 (HD1). Key requirements include the replacement of tank floors (typically 8mm thick, including sump and annular sections), application of protective floor coatings, and execution of API 653 inspections at scheduled outages. Many tanks also require the replacement of dewatering and product drain lines (40mm and 100mm), installation of new access platforms to valves, and repairs to shell and external coatings. At PPT, additional specialised works are needed, such as jacking tanks for annular/base repairs, addressing settlement and tilt issues, and managing hazardous external coatings. Several tanks have leak detection liners or risk-based exemptions that allow for deferred inspections, but these will require ongoing monitoring and reassessment.

The program also calls for the replacement of critical valves, installation of tank davit arms, and rectification of external staircase corrosion. Outage windows are primarily concentrated between 2026 and 2028. Hot work restrictions are present at some sites, and, in some cases, temporary repairs are required until full remediation can be executed.

RTIO will be conducting a 10yr Diesel Tank offline API 653 inspection.

This scope of work is to include:

  • Supply of all required equipment to safely complete product transfer to nominated the nominated Tank, after tank has been lowered to min ops level.
  • Removal of all manways located on the tank around and at the top of the tank, valving inc TRV's and small bore piping.
  • Supply and management of all crane requirements to complete the removal of the product inlet and outlet valves (14""and 16"").
  • installation of meshing to protect the space from unauthorized entry into the confined space.
  • Supply and installation of material for the nominated patch plates identified by either the API tank inspector and company rep in control of the works, minor works inc all material certs, welder quals and procedures as per API 653.
  • Replacement to the internal Sch40 100mm and 40mm lines inc pipe supports.
  • Reinstate tank to service inc installation of new valving (company Supplied) including all new gaskets. Monitoring of connections to ensure there are no leaks.
  • Completion of all ITP's, FIC's and required documentation in order to return tank back to service.
