Tender Description

Stall renewal works for Stalls 39/40 as part of the Market Floor Tenant Stall Renewal Program 2025-26.

Council will also give consideration to engaging a preferred contractor or build a panel of contractors for future stall renewals over a multi-year program subject to future Business Plan & Budgets, quality of submissions received and the needs of the Adelaide Central Market.

Scope:

The Adelaide Central Markets located at 44/60 Gouger Street, Adelaide SA 5000 contains a mix of stalls and tenancies spaces located throughout the Ground Market Floor.

The stalls are all varying ages and conditions, a number have already undergone structural and building services upgrades to meet Australian Standards and compliance codes and in the past 7 years, with the remainder requiring remediation progressively. There are a variety of stalls to upgrade, and numbers fluctuate year to year, subject to lease renewals. 

The broad scope of works for the project consists of:

• Full remediation of structural elements including mezzanine;

• Provide new compliant mezzanine access to the stalls;

• Update stalls building services to algin with current codes and standards;

• Shop drawing submission for review by Council and the Engineer;

• Contractor to determine complete extent of scope through site visits;

• Contractor to oversee construction works are in accordance with National Construction Code and Australian Standards;

• Contractor to have significant experience working on base build projects in a live environment;

• Contractor to have significant experience in stakeholder consultation;

• Structural and Architectural drawings are for intent only. The intent is to describe details, extent, and location. All measurements/ areas and details to be confirmed on site;

• Contractor to coordinate all works with CoA including compliance with all site access protocols and all work health and safety procedures;

• Contractor to manage the whole of the site and the works, including coordination, setting-out, sequencing and quality control;

• Contractor to oversee program and deliverability, which include chairing site progress meetings, responding to RFIs, instructions and preparing progress reports for CoA;

• Contractor to coordinate the conservation design and highlight any conflicts and/or scope gaps;

• Contractor to monitor, control and report the construction process supporting the commercial activities associated with the contract;

• Contractor to continually review the construction program and defining best methods of working on site;

• Contractor to arrange labour for certain site activities (such as cleaning);

• Contractor to arrange witness tests and coordinate commissioning;

• Contractor to apply for necessary permits from CoA and others as required;

• Contractor to collate building maintenance manual; and

• Undertaking the roles and responsibilities of the Contractor as defined by South Australian Work Health and Safety Act 2012 and Regulation for the whole of the works.

Site Access

The Contractor will be required to:

• Ensure pedestrian access is always maintained and access to existing services utilities (to be confirmed by the Contractor through a site visit). The Contractor will inform itself of all services, utilities and other such infrastructure prior to commencement of the works.

• Provide an acceptable proposal and methodology for management of the site and Works, with consideration of users, loading of materials, contractor movements, laydown areas, traffic management, and interfaces with the general public.
