Tender Description
The Federation Council is a local government area located in the Riverina region of New South Wales, Australia. This area was formed in 2016 from the merger of the Corowa Shire with its neighbouring Urana Shire.[2]
The council comprises an area of 5,685 square kilometres (2,195 sq mi) and covers the urban areas of Corowa, Mulwala, Howlong, Urana and the surrounding cropping and pastoral region to the north. It is bounded to the south by the Murray River and the state of Victoria. At the time of its establishment the council had an estimated population of 12,602.
In addition to the main urban centres of Corowa and Mulwala, localities in the area include Balldale, Boree Creek, Buraja, Coreen, Daysdale, Hopefield, Howlong, Lowesdale, Morundah, Oaklands, Rand, Rennie, Savernake and Urana.
Federation Councils specific requirements in relation to the project are set out in Part B, The Specification.
In issuing this, Federation Council seeks to identify Tenderers who are:
a. Capable of providing all the Goods and Services required by Federation Council in the manner set out in Part B, The Specification and any other documents issued as part of the RFT.
b. Able to be engaged to complete the Scope of Works/Specification under a contract as per Part B, The Specification of this RFT and per the Proposed Contract set out in Part C.
COROWA CIVIC CENTRE AMENITIES
Many parts of the Federation LGA were impacted by the floods which occurred between September and December 2022. The Civic Centre building was one of the most severely impacted Council assets due to the proximity to the Murray River. Council’s ability to provide services from the Civic Centre building was compromised both during, and immediate following the flooding, due to the extensive clean-up required.
Council undertook works to clean up the Civic Centre undercroft and make good in the immediate aftermath of the flood. Council then focussed attention to increasing the resilience of the Civic Centre building to future flooding to minimise disruption to council operations and other key Civil Centre tenancies, including the Service NSW, Corowa Bowls Club, and the Visitor information Centre. Council has been negotiating with Council’s insurer since Oct 2023, seeking a commitment to cover costs for remediating flood damage and limiting exposure to risk of future flooding .
Following negotiations with the insurer, detailed studies, and consultations with staff and tenants, Council resolved to decommission and abandon parts of the building at ground level prone to future flooding and relocate amenities and storage facilities to the upper level of the Civic Centre building.comprises the following works:
- rationalise all amenities (for staff and tenants) to Civic Centre level 1
- relocate storage spaces for Council operations to level 1**
- relocate Corowa Civic Bowls Club office and DWC amenities to level 1*
- abandonment of Civic centre lower level (ground level) & building undercroft **.
- Relocate building services (electrical switchboards) to level 1
- Modifications to building access and security to accommodate the above
Notes:
* Works to provide DWC amenities for Bowls Club on level 1 was completed in mid 2025.
** Not all Council storage and Bowls club facilities will be replaced following abandonment of lower level under croft.
