Australia’s livestock export industry operates within a complex and evolving regulatory environment, particularly in relation to animal welfare. While significant progress has been made in strengthening welfare outcomes, the current system is composed of numerous regulations, standards, policies and notices that vary in importance, are regularly updated, and can create duplication and administrative burden. With Department of Agriculture, Fisheries and Forestry (DAFF) undertaking a comprehensive review of the export regulatory framework, there is an opportunity to better align regulatory effort with actual animal welfare risk.
This project will apply HACCP‑style, risk‑based principles, adapted from their traditional food‑safety context, to conduct a structured assessment of the regulatory and operational pathways that underpin livestock export. The work will identify key welfare and regulatory risks, map critical control points (CCPs), and analyse the proportionality of existing and proposed requirements by comparing regulatory effort, compliance burden and resource intensity against assessed risk. Insights from this process will help determine where regulation delivers the greatest impact, and where simplification or prioritisation may be appropriate.
Through engagement with exporters, supply‑chain operators, veterinarians, DAFF and industry bodies, the consultant will develop evidence‑based recommendations to streamline regulatory processes, reduce duplication, enhance clarity and improve alignment between regulatory focus and animal welfare outcomes. The findings will directly support DAFF’s wider reform process while strengthening the efficiency, transparency and effectiveness of the regulatory system.
