City Oval Master Plan

Scope:

• Literature review including existing community engagement report, key strategic documents, land ownership/overlays and previous master plans for the site

• Industry benchmarking to ensure best practice standards are applied to the master planning process

• Site audit to gain complete understanding of layout, condition, functionality, compliance, site services and constraints/opportunities of existing assets

• Usage audit and assessment to understand the current usage schedules and participation numbers of all existing site stakeholder groups

• Identification of site constraints/opportunities in relation to heritage considerations, population growth and consideration of surrounding sporting/community facilities as part of Ballarat sporting reserve network

• Develop draft and final master plan for the City Oval site

• Develop implementation plan including proposed timeframes and cost estimates
