Tender Description

⁠⁠⁠Barcoo Shire Council (Council) invites Tender submissions from suitably qualified and experienced contractors for the provision of a Gravel Winning and Crushing Package – West of Windorah, to be undertaken across Council’s existing gravel quarry pit sites as nominated in this Request for Tender.

This package of works requires prompt mobilisation and the capacity to deliver tight and non-negotiable production timeframes. The Contractor will be required to win approximately 192,000 tonnes of gravel and crush 102,000 tonnes of gravel across multiple quarry sites, with all Works to be completed no later than 30 June 2026.

The required delivery milestones include, but are not limited to, the following critical dates:

• By 30 April 2026 (Very High Priority) – 8,000T to win and 9,000T to crush across 1x quarry pit site;

• By 15 June 2026 (High Priority) – 85,000T to win and 40,000T to crush across 10x quarry pit sites;

• By 31 July 2026 (Medium Priority) – 76,000T to win and 38,000 to crush across 5x quarry pit sites.

Council has pre-nominated the 14 existing quarry pit sites, along with the required quantities and delivery timeframes for each pit, as detailed in the Scope of Services. Tenderers must demonstrate the capacity, resources, and programming capability to meet these staged production targets.

This package of works forms part of Council’s broader Gravel Requirement Strategy, which seeks to meet Council’s significant demand for gravel and bulk fill materials, estimated to exceed 1 million tonnes over a multi-year period. Future works under this broader strategy will be delivered via a separate Expression of Interest (EOI) process. Tenderers should note that this RFT relates solely to the West of Windorah package described herein.

The West of Windorah package consists of the winning, crushing, and stockpiling of gravel from existing quarry pits, in accordance with Western Queensland Best Practice Specifications WQ33 and WQ35, and within the strict delivery timeframes nominated.

Tenderers are strongly advised to carefully review the Scope of Services and associated schedules/attachments and to ensure that their Tender clearly demonstrates an ability to meet Council’s operational, quality, and time-critical requirements.
