Construction Works Panel (revised)

⁠⁠⁠V/Line Corporation operates regional public transport services within Victoria and is the sole provider of intrastate regional passenger rail services including the Victorian regional railway network.

Brief description:

V/Line is intending to release a request for tender to establish a panel of suppliers for Construction Works

The Procurement Model:

This market approach will be conducted as an open tender, anticipated for release in early late May or early June 2026, subject to internal approvals

Minimum certification requirements or technical capability requirements:

All services will be required to comply with the definition of Construction Works under the Ministerial Directions and Instructions for Public Construction Procurement (MDPCP).

General nature of the Construction Services to be procured:

The types of works listed under each category are indicative only and are not intended to be exhaustive;

• Category 1: Earthworks and Drainage
• Category 2 - Track & Rail Works
• Category 3 - Level Crossings
• Category 4 - Bridges & Culverts*(Any design input by the Tenderer is limited to incidental design only) 
• Category 5 - Structural, Concrete, Masonry & Remedial Works* 
• Category 6 - Timber, Steel & Metal Works* 
• Category 7 – Signalling (Interfaces) 
• Category 8 - General Building, Facilities & Building Services Works** (Any design input by the Tenderer is limited to incidental design only).

Location Services will be performed in both Melbourne metro and regional areas. A map of V/Line’s network can be found here.

Fair Job Code pre-assessment certification

Interested Tenderers intending to submit a tender bid will be required to submit a Fair Job Code pre-assessment certification as part of your tender submission. V/Line now uses Zycus as its procurement system, and we will use Zycus for tender events.

What this means for you.

V/Line will release a new Tender document for Construction Works on the Zycus platform. This is the ONLY platform that tender documentation will be available on.

As part of our implementation of Zycus, we have also introduced the Zycus Supplier Network (ZSN) portal, which is a secure, online platform that enables suppliers to engage with V/Line digitally. Tender documentation will be available to be viewed via the ZSN portal, and V/Line will be accepting tender responses submitted via ZSN.

Active V/Line vendor:

Please contact V/Line at: procurementsystems@vline.com.au to request your unique ZSN registration link which allows you to create your ZSN account with V/Line.

If you already have a ZSN account linked to V/Line, please login using your existing login information.

Prospective V/Line vendor:

Please click this link to register an account on ZSN and create your company profile.

View tender documentation

After your ZSN registration is complete, you will be able to login to ZSN and view the tender documentation when it is released from your ZSN account V/Line home page. Tender documentation will not be available to view until the release date.

Submitting a tender response

V/Line will only be accepting responses submitted via ZSN. Please login to the ZSN Portal during the tender open period to complete and submit your response. Please note that V/Line will release Advance Tender Notices on Tenders Vic.
