Northeast Health Wangaratta (NHW) is seeking responses to this Request for Tender (RFT) No. 2026-01 for the provision of Consultancy Services - Outpatient Clinics Current and Future State Review.

NHW is seeking to appoint a single provider to deliver the consultancy service.

The Consultant will undertake a comprehensive review of the organisation’s outpatient clinic operations to assess the current state and define a future state model that is sustainable, patient-centred and aligned with organisational strategy and demand.

SCOPE:

The Consultant will undertake a comprehensive review of the organisation’s outpatient clinic operations to assess the current state and define a future state model that is sustainable, patient-centred and aligned with organisational strategy and demand.

The scope of services will include, but not be limited to, the following activities:

• Mapping and analysing current outpatient clinic operations, including workflows, demand and activity profiles, capacity, workforce mix, scheduling practices, clinic utilisation and patient flow.

• Identifying key challenges, inefficiencies, bottlenecks, workforce constraints, service variation and risks impacting performance, access, quality and patient experience.

• Reviewing relevant policies, procedures, data sources (eg: clinical services plan document, master plan etc..) and performance reports to inform analysis.

• Benchmarking current performance against relevant sector standards, comparable health services and contemporary outpatient models of care.

• Undertaking structured consultation and engagement with clinicians, administrative staff, support services, consumers and other key stakeholders.

• Developing an evidence-informed future state outpatient model that addresses service design, workforce, digital enablement, infrastructure, governance and operational processes.

• Preparing a practical implementation roadmap outlining prioritised short-, medium- and long-term actions, dependencies, indicative resource requirements and change management considerations.

STATEMENT OF REQUIREMENTS

The Consultant is required to:

• Demonstrate expertise in healthcare service redesign, outpatient clinic optimisation and systems improvement within a public health context.

• Apply a structured, data-driven and consultative methodology to the review.

• Engage effectively with a diverse range of stakeholders and facilitate constructive input and collaboration.

• Ensure recommendations are realistic, implementable and tailored to the organisation’s operating environment and constraints.

• Provide clear, well-structured deliverables that support executive decision making.

• Work collaboratively with internal project leads and comply with governance, probity and confidentiality requirements.

Key deliverables are expected to include (as a minimum):

• Current state assessment report

• Stakeholder engagement summary

• Benchmarking analysis

• Future state model and recommendations

• Implementation roadmap and indicative timelines
