Malunna Rd/Beach Rd Intersection Upgrade & Malunna Rd (Beach Rd to Begonia St) Safety Improvements

Clarence City Council invites Quotations from suitably qualified Respondents to undertake a Consultancy for the intersection upgrade at Beach Road and Malunna Road in addition to safety improvement on Malunna Road between Beach Road and Begonia Street.

Council requires a consultant to complete:

Site 1: Intersection upgrade – Beach Road and Malunna Road

(i)The engineering detailed design and documentation to upgrade the roundabout intersection at Beach Road and Malunna Road, Lindisfarne, for the purposes of:

• replacing and upgrading the existing roundabout infrastructure that is due for renewal.
• improving turning movement and increased road safety for all vehicles at this busy intersection.
• improving safety for and accessibility for pedestrians and cyclists.
• addressing concerns of adjacent residents regarding crashes at the existing roundabout.

Concept drawings as outlined in Attachment 5 (Appendix A – SK005) is to support the engineering detailed design and documentation.

Site 2: Safety improvements – Malunna Road (between Beach Road to Begonia Street)

(i)Apply Safe System Assessment Framework approach to review the effectiveness of current road layout within the scope area (including current traffic management arrangement in place, traffic volume, crash history, roadside infrastructure and vehicle speed), identify and recommend design treatments options (including a concept sketch) for the purposes of:

• increased road safety and reducing anti-social driving behaviour.
• ensuring best-practice traffic management consistent with contemporary standards.
• Balancing the traffic carrying function of the road while managing the needs of local residents.

PRE-QUOTATION SITE MEETING

For clarification of the Services, a pre-Quotation site meeting is scheduled for 10.30am on Tuesday 13 January 2026. This meeting will convene on Malunna Road (outside of 87 Malunna Road). Attendance at this meeting is not mandatory; however, this will be the only opportunity to physically explore the site with the Nominated Council Project Manager in attendance.
