Brief – MAH Cleaning Scope for Expression of Interest (EOI) Camperdown

Mission Australia Housing (MAH) is conducting a preliminary market-sounding Expression of Interest (EOI) to identify cleaning service providers for a multi-level supported-living complex located in Camperdown NSW. The building comprises 104 dwellings (88 studio units, 12 one-bedroom units and 4 two-bedroom units) across six levels, serviced by two lifts, with a broad mix of internal and external shared areas requiring regular cleaning to maintain safety, presentation and amenity.

Purpose

This EOI is an invitation to provide information only and is not an offer, request for a binding offer, request for quotation or request for tender. MAH is not seeking binding offers or pricing at this stage. The purpose of the EOI is for MAH to understand contractor interest, capability, availability and any key considerations that may inform the final scope. MAH may subsequently conduct a separate competitive tender or other procurement process. No contract for the services will arise unless and until a definitive written agreement is executed by MAH and the selected service provider, and no respondent is entitled to compensation arising from this EOI process or MAH's exercise of its rights under it.

Scope

The proposed cleaning contract covers all shared and common areas of the six-level supported-living complex comprising 104 dwellings. The scope includes:

• Daily cleaning of high-touch and high-traffic areas
• Daily sanitising of communal kitchens and amenities
• Regular maintenance of corridors, lifts, open internal staircases with glass balustrades, office and community spaces, rooftop gardens, outdoor terraces and other shared open areas
• Cleaning of all six bin rooms and basement-level bin storage areas
• Cleaning of louvre windows, flyscreens, glass and stainless-steel surfaces
• Stain treatment across common areas
• Scheduled deep cleans of common areas and amenities, including quarterly and annual deep-clean cycles across carpet tiles, vinyl, tiles, internal and external glass, stairwells, terraces and communal spaces
• Cleaning of the communal kitchen, outdoor courtyard, ground floor community space, open stairs, AOD centre and shared ground floor office areas

Cleaning contractors must provide all labour, equipment, chemicals and consumables, maintain clear and consistent schedules, and ensure high standards of hygiene, presentation and safety across all shared areas of the building. A draft cleaning schedule (CG Sydney Cleaning Schedule V1 Draft) is attached to the notice for contractor review; final frequencies, inclusions and service expectations may be refined following SME input, site inspection feedback, MAH operational review and any subsequent procurement stage.

Contractor Requirements

• Demonstrated capability in multi-level residential, supported living or comparable complex environments
• Public Liability and Workers Compensation insurance
• Compliance with WHS obligations and Fair Work requirements
• Relevant certifications, licences, registrations and qualifications required to perform the services in NSW
• Capacity to complete police checks for staff working in a residential environment if shortlisted or appointed
• Use of environmentally responsible cleaning materials and chemicals wherever practical, with demonstrated sustainable practices in procurement, waste reduction and equipment use
• Provision of Safety Data Sheets (SDS) and any WHS-related documentation relevant to ongoing operations

MAH may assess responses against relevant considerations, including service coverage in the relevant geographic area, relevant experience and capability, WHS and compliance readiness, staffing and mobilisation capacity, experience operating in sensitive residential environments, and apparent ability to meet MAH's operational requirements. This assessment is for preliminary market sounding and shortlisting purposes only and is not a tender evaluation or contract award process.

Information Requested

Respondents may submit an existing company profile together with a brief covering response. Information contained in the company profile does not need to be repeated in the covering response, provided the relevant information is clearly identifiable. The response should include:

• Confirmation of interest in providing the services
• A brief company overview and details of relevant experience in residential, supported living, community housing or comparable environments
• Confirmation of the geographical areas serviced and capacity to service an Inner West Sydney property
• A brief summary of service capability, including staffing, supervision, quality assurance and communication arrangements
• Indicative mobilisation capacity and availability
• Confirmation of capacity to meet MAH's insurance, WHS, police check, licensing and other compliance requirements if shortlisted
• Any assumptions, limitations or other matters that could affect the respondent's ability to provide the services

Responses should be concise and may incorporate or attach the respondent's standard company profile. Contractors are asked to provide a high-level overview of their proposed service delivery approach, including how cleaning services would be supervised, monitored and quality checked, along with relevant experience, indicative mobilisation capability, staffing and supervision arrangements, training approach, and how services would be delivered in a sensitive residential environment with appropriate regard to safety, privacy and communication with MAH. Providers must also detail the equipment they intend to use onsite, how it will be maintained, and how chemicals will be stored safely. Pricing must not be submitted at this EOI stage; detailed pricing, service methodologies, mobilisation plans and compliance evidence may be requested from shortlisted providers at a later procurement stage.

Contract Terms and Conditions

• MAH anticipates appointing a cleaning provider under an initial contract term of up to twenty-four (24) months
• Possible extension options subject to performance, operational requirements, procurement approval and agreement by both parties
• Final contract terms, including commencement date, extension options and notice requirements, will be confirmed through any subsequent procurement or contract negotiation stage

Instructions to Tenderers

The indicative timetable for this EOI is:

• EOI opens: 5:00 pm (AEST), Wednesday 26 August 2026
• EOI closes: 5:00 pm (AEST), Tuesday 8 September 2026
• Indicative shortlisting period: approximately two to four weeks after the EOI closing date
• Subsequent tender process: if MAH proceeds, shortlisted respondents may be invited to participate in a further procurement process expected to take approximately eight weeks

All EOI responses and related communications must be submitted through the TenderLink portal by the closing date and time. Responses submitted by email or through any other channel may not be considered. The timetable is indicative only and MAH may change the timetable or any stage of the process at its discretion; any change will be communicated through the TenderLink portal.

This EOI is an invitation to provide information only. It is not an offer, request for a binding offer, request for quotation or request for tender. Neither this EOI, a response to it, MAH's receipt or consideration of a response, any communication with a respondent, nor any shortlisting creates a contract, process contract, promise, representation or undertaking that MAH will conduct a tender, shortlist any respondent, negotiate with any respondent or award any contract.

Without limiting any other rights, MAH may at any time and in its absolute discretion:

• Suspend, vary, postpone, cancel or discontinue this EOI
• Change its scope, structure, timetable, requirements or evaluation approach
• Seek clarification or additional information from any respondent
• Consider or decline to consider any response, including a late, incomplete or non-conforming response
• Shortlist any number of respondents or no respondents
• Engage with, negotiate with or seek further information from one or more respondents
• Undertake further market testing or conduct a separate tender or procurement process
• Invite additional parties to participate in this or any later process
• Appoint one or more service providers, establish a supplier panel, or not appoint any service provider
• Procure the services by another method or not procure them at all

MAH is not required to give reasons for exercising any of these rights.

A respondent must use information supplied by MAH solely to prepare its EOI response, keep non-public information confidential, maintain reasonable security safeguards, and promptly notify MAH of unauthorised access, use or disclosure. This obligation does not apply to information lawfully in the public domain, already lawfully known to the respondent, independently developed, or required to be disclosed by law.

This EOI and the EOI process are governed by the laws of New South Wales, Australia. Each respondent submits to the non-exclusive jurisdiction of the courts of New South Wales.
