This Request for Proposal (RFP) is seeking information from National Mobile Network Operators and Mobile Network Infrastructure Providers regarding the Regional Roads Australia Mobile Program (RRAMP)
Note:
Applicants must be:
- a National Mobile Network Operator (NMNO) or a Mobile Network Infrastructure Provider (MNIP);
- eligible to supply telecommunications equipment and services in Australia; and
- an approved and licensed Telecommunications Carrier as defined within the Telecommunications Act 1997 (Cwth) at the time of submission.
The Opportunity
The Victorian Government has been awarded $8 million from the Commonwealth Government to pilot commercial and technical solutions to improve multi-carrier mobile coverage on identified major highways and roads in rural and regional Victoria.
The Department of Government Services (DGS) is conducting this RFP to achieve the following objectives:
1. Improve mobile telecommunications to support regional industries and communities that utilise or are adjacent to regional roads
2. Facilitate multi-carrier mobile telecommunications solutions
3. Improve digital resilience in case of emergencies
4. Explore new collaborative models of telecommunications delivery
5. Improve the continuity of mobile coverage to provide access to essential services, such as:
- Triple Zero
- mobile data-dependent services, such as heavy vehicle tracking and navigation
6. Seek to pilot emerging telecommunications technologies and operating models that may deliver greater efficiencies, for example:
- Active sharing of infrastructure
- Use of alternative backhaul (e.g. Low Earth Orbit Satellite)
- Innovative power solutions
- Operating models that will lower the deployment cost of multi-carrier services.
Submission of proposals
The RPF will be conducted in two phases.
1. An initial proposal seeking locations where applicants are interested in applying for funding under the Program, including sites where they would be interested in developing joint applications or co-locating with other applicants.
Initial proposals must be submitted by email to connectingvictoria@dgs.vic.gov.au by the Initial Proposal Closing Date.
2. A final proposal seeking details, costs and other information regarding proposed solutions.
Final proposals must be submitted using the Buying For Victoria Portal by the Final Proposal Closing Date.
Interested parties are encouraged to discuss and plan co-development and co funding opportunities prior to finalising applications

A briefing session will be held on 20 April 2026 02:00 pm.
