Tender Description

This Tender is invited by the Issuer.

The request seeks to engage a single Supplier to provide a range of specialist services in digital publishing, design, development and data integration to support delivery of the 2026 State of the Environment Website (SoE26) website.

The Supplier will operate under strategic direction from the SoE Publishing Working Group and will work in close partnership with in-house experts from the Department of Climate Change, Energy, the Environment and Water (DCCEEW) including specialists in UX/UI, ICT, content, communications, design, technical development, accessibility and data.

The primary outcome of this engagement is a fully functioning suite of reusable, scalable templates and core functionalities that:

  • Enable the digital-first publication of the SoE26 report, and
  • Ensure the platform is sustainable, repeatable and adaptable for future SoE cycles beyond 2026.

The solution must be designed and built to operate seamlessly with existing DCCEEW platforms and products, including (but not limited to):

  • the Environmental Economic Accounts Dashboard, and
  • the EIA Environmental Indicators Dashboard.

The Supplier will be required to work collaboratively with DCCEEW to ensure:

  • technical compatibility with existing environments
  • secure and efficient data flow
  • consistency of user experience, and
  • alignment to DCCEEW standards, governance and delivery processes.

DCCEEW will retain strategic ownership of SoE26 and will provide ongoing direction, decision-making, and leadership throughout the engagement. The Supplier is expected to work under the guidance of DCCEEW’s SoE Publishing Working Group and relevant line areas, ensuring that all deliverables align with departmental priorities, technical constraints, and program governance requirements.
