IT Shared Service (Asset Management) System Configuration and PM Support

Gannawarra Shire Council is implementing the Asset Vision - Asset Management System, in collaboration with the neighbouring Councils (Swan Hill Rural City Council and Buloke Shire Council) to meet the growing demands of our organisations. The vision is to upgrade to a platform with the shared service capabilities. To realise the intended shared-service benefits, including streamlined processes, consistent data structures, shared training material and opportunities for cross-council resource utilisation - the Councils require independent specialist advice to assess the system configuration and develop practical, implementable commonality recommendations.

This RFQ seeks a consultant to undertake a structured analysis of the current Asset Vision configuration and asset class structures, compare approaches across the three Councils and provide a clear roadmap toward alignment.

The primary objectives of the work to be delivered by the selected consultant are:

• Review current Asset Vision configurations across all three Councils.
• Identify differences, gaps and risks related to shared-service operation.
• Deliver practical and achievable recommendations for configuration commonality.
• Provide advice on asset class configuration, common terminology, business processes and data standards.
• Present options and prioritised actions for alignment and ongoing shared-service enablement.
• Prepare a comprehensive Final Outcomes Report summarising the findings and recommendations of the project.
