Tender Description

South East Water (SEW) is one of Melbourne’s three state-owned metropolitan water retailers. We provide water, sewerage, trade waste and recycled water services for residents and businesses in Melbourne’s south east, located in the state of Victoria, Australia.

We service more than 1.75 million people including more than 748,000 residential water customers and more than 55,000 non-residential water customers.

In a region spanning 3,640 square kilometres, each year we deliver more than 137 billion litres of drinking water and collect and treat more than 108 billion litres of wastewater. From our water recycling plants, we produce around 2,300 megalitres of recycled water used for residences, businesses, agriculture, and open spaces. We also recycle biosolids for soil improvement and generate renewable energy from biogas and solar.

South East Water’s Operational Technology team oversees a diverse range of critical systems and smart technologies that support the delivery and management of water and sewer services. These include SCADA systems, CCTV and video management, smart device deployment, telemetry, IoT software, mobile and web applications, and control centre network operations. South East Water is seeking to engage a panel of pre-qualified external service providers with the necessary technical expertise to support ongoing operations and development.

The scope of this opportunity is across several categories. South East Water seeks qualified and experienced suppliers across multiple workstreams to support upgrades, maintenance and innovation in its operational technology and security infrastructure. The key capability areas include:

  • Telemetry & Physical Security: Design, supply, installation and maintenance of security systems (CCTV, access control, intruder detection, automated gates), integration with Remote Terminal Units (RTUs), and specialised fabrication. Expertise in working at heights, confined spaces, minor civil works, locksmithing, and electrical installations is essential.
  • DevOps – Systems & Platforms: Full-stack web and mobile app development, cloud solutions (Microsoft Azure), and integration of emerging technologies such as AI, ML and Robotic Process Automation (RPA). Capabilities in data analytics, visualisation (Power BI), and IoT integration are required.
  • IOT: Contract manufacturing and prototyping of IoT devices, including PCB assembly and compliance with ISO standards. Installation, maintenance and testing of IoT devices across water and sewer assets, plus development and integration of test jigs for validation.
  • Product Development: Mechanical and industrial design (SolidWorks), firmware and software development for IoT devices (CoAP, LWM2M, MQTT), and electronic hardware design (PCB layout, RF systems).
  • SCADA and SCADA – Water Recycling Plants (WRP): Expertise in SCADA systems (GeoSCADA) and PLCs (GE PLC), including design, upgrade, and maintenance activities. Responsibilities include integration with PI Historian and Seeq, transitioning plants to remote operation, and supply of hardware/software. Strong capabilities in electrical and control systems engineering, data integration, performance monitoring, and compliance with SEW standards are essential.

Note, this will be a panel arrangement with no guarantee of works for suppliers appointed to the panel.
