Tender Description

The works are to enable the decommissioning of Burnt Hut Reservoir and includes:

  • Installation and commissioning of pressure reducing valve pits, and cross-connection between High and Low-Level reticulation system as described in Part C – Tender Specification.
  • Electrical works associated with installation and commissioning of the pressure reducing valve pits as described in Part C – Tender Specification
  • Integration with ARV’s SCADA platform where applicable and collaboration with ARV’s SCADA consultant.

Alpine Resorts Victoria (ARV) manages the potable water harvesting, storage, treatment and distribution for Mt Buller Village.

Raw water is harvested from Boggy Creek at two locations (Boggy 1 and Boggy 2) with the option to be pumped to the main, 100ML raw water storage reservoir (Boggy Creek Reservoir) or an old, 4.2ML reservoir (Burnt Hut Reservoir). Currently, water is pumped From Boggy Creek Reservoir to a 1ML holding tank (Baldy Tank) and into the High-Level Treatment plant (HL WTP) where raw water is treated with UV radiation and hypochlorite dosing.

This water serves the upper-level reticulation system which is gravity fed throughout the upper third of the village. Raw water is also currently pumped from Boggy Creek Reservoir to Burnt Hut Reservoir. From this smaller raw water storage, water is treated through the Low-Level Treatment plant (LL WTP) with UV radiation and hypochlorite dosing. The Low-Level Treatment plant feeds the lower-level reticulation system and gravity feeds the lower two thirds of the village.

The construction of the Boggy Creek Reservoir (100ML) was completed in May 2020 with the intention of decommissioning Burnt Hut Reservoir to allow rehabilitation of the ski field area the reservoir is located in.

This contract includes the works to construct cross connections between the existing high and Low-Level reticulation networks including installation of two pressure reducing valves (PRV) and associated pits.

Extent of Works

Works under the Contract for the Mt Buller Potable Water Supply Project (the Works) includes but is not limited to works to civil and plumbing works including earthworks to install valve pits and cross connections between the High-Level and Low-Level reticulation network; site preparation and temporary works and protections as required. As part of piping augmentation between the HL and LL WTP, two pressure reducing valves are to be installed within the pits, with each valve location providing SCADA feedback of pressure upstream and downstream of the valve and flow downstream of the valve. This work will include installation of PRV control/power boxes, installation of electrical components (Circuit breakers, fuses, relays, etc.) and conduit, power & control cabling as required.

All associated electrical works to decommission the LL WTP, relocate materials and commission at the HL WTP, including switchboard upgrade/modification and relocation of generators will be performed by an independent electrical contractor. It is expected that the successful tenderer works closely with the electrical contractor and governance of cross-collaboration will be managed by ARV.

The Works include the supply of all materials, plant, labour, management, supervision and all other resources required to complete the works described in this RFT and in the attached Drawings, Schedules and Scope of Works documents.

The following describes the scope of Works under this Contract in general terms only. The detailed scope requirements are specified in the Drawings, Schedules, Scope of Works documents and Specification. These documents form part of this RFT and should be downloaded from the Tenders Portal. The Works include, but are not limited to:

  • Site establishment, mobilisation and management, including establishment of laydown areas as required. Any laydown areas must first be approved by ARV.
  • Installation of 2 pressure reducing valve pits to integrate the existing Low-Level and High-Level Reticulations, including flow meters and pressure sensors, with integration with ARV’s SCADA platform.
  • Installation of a cross-connection with approximately 30 meters of trenching.
  • Collaboration with ARV’s SCADA Consultant to provide monitoring and remote actuation.
  • Issuing “As Constructed” drawings (in PDF with CAD files).
  • Commissioning of PRV Pits and Cross Connections.
  • All excavation down to the levels shown on the Drawings and specification, and removal and lawful disposal of excavated material off site.
  • Clean up of site and disposal of excavated and waste materials lawfully offsite.
  • Rectification of defects and omissions during the Defects Liability Period.
  • Traffic management including any traffic management controls such as temporary barriers, traffic signals and signage as required.
  • All other activities necessary to complete the works as specified.
