Project goals
The Digital Systems program will transform the Sydney Rail Network using world class technology to create high capacity, turn up and go services to meet growing demand. In the coming decade the Digital Systems Project will replace legacy signalling and train controls with modern, internationally proven intelligent systems based around European Train Control Systems (ETCS) technology.
The Trackside Installation Works includes the development of the Detailed Design (through to AFC), construction, installation, testing and the commissioning and integration into operational readiness and handover the Works in the specified condition for Trackside 2A and Trackside 2B.
Expression of Interest (EOI) Objective
The objective of the Expression of Interest (EOI) Stage is to undertake a rigorous shortlisting process to identify a shortlist of capable and experienced Applicants to undertake the role of the Contractor for the delivery of the project. TfNSW’s intention is to shortlist a maximum of three (3) Applicants, based on submitted EOIs, to proceed onto the RFT stage.
This procurement process is split into an open market EOI followed by shortlisted RFT (3 tenderers), TfNSW key objective is to engage a successful tenderer who is capable and experienced as a principal contractor, undertaking complex staged works during track possessions in Sydney's metropolitan brownfield rail environment and provides a value for money offer and terms capable of acceptance by TfNSW.
Scope
The scope of the work includes:
- Civil Design - Design Development from Preliminary Design Review (PDR) to Approved For Construction (AFC).
- Civil Works - Underground crossings, cable routes, installation of cables and terminations, construction and fit out of signal location buildings including coordination and the installation of TfNSW’s specialist ETCS equipment.
- Subsystem Integration - Supporting subsystem integration including bagging signals, cable terminations etc; and
- Testing & Commissioning - Local testing of equipment, including support for commissioning / decommissioning.
Confidentiality Deed Poll
Recipients will be required to complete and execute the Confidentiality Deed Poll attached to this Opportunity as a pre-requisite to obtain access to the EOI documentation. Completed Confidentiality Deed Polls must be emailed to the Contact Officer at: DSP2Trackside@Transport.nsw.gov.au. Please DO NOT submit the Confidentiality Deed Poll through this advertisement.
NOTE: Transport for NSW will be observing a Christmas shutdown from 22 of December 2025 to 12 January 2026. This means that any entity that returns its Confidentiality Deed Poll after COB 19 December 2025 will not be granted access to the Expression of Interest documents until 12 January 2026.
Additional details/instructions
Minimum Requirment 1 - TAO Accreditation Requirements
The applicant (or proposed subcontractor(s)) must demonstrate that they meet Engineering and Assurance Arrangements and must have Technically Assured Organisation (TAO) accreditation for the disciplines identified in the TAO Matrix.
Minimum Requirment 2 - Previous Experience
Must have completed at least one (1) infrastructure design and construction project in a high-risk, operational rail brownfield environment, valued over $40 million, within the past 3 years.
Minimum Requirement 3 - Management System Requirements
Must have ISO accreditation for:
- Work Health & Safety ISO accreditation and that they capable of being engaged as principal contractor under WH&S Regulation 2077 (NSW).
- Quality Management ISO accreditation; and.
- Environmental ISO accreditation.
Minimum Requirement 4 - Minimum Turnover
Must have demonstrated $30 million annual turnover from design and construction projects for each of the last 3 years.
Minimum Requirement 5 - Joint Venture Agreement
If applicable, an indicative joint venture agreement must be submitted.
Minimum Requirement 6 - Working with NSW Government
The Applicant must demonstrate it's ability to work effectively with the NSW Government.
EOI Briefing
Attendance at the EOI Briefing in January 2026 is mandatory to submit a conforming EOI.
