Overview
Procurement for the Goyder Battery Stage 1 will follow Neoen's established global procurement framework. Major contract packages are likely to include battery supply, balance-of-plant civil and electrical works, high-voltage substation and grid-connection works, SCADA and communications systems, and various operations, maintenance and commissioning support services. Opportunities for local and regional businesses are anticipated across a wide range of goods and services including earthworks, civil construction, concrete supply, steel fabrication, fencing, drainage, geotechnical services, electrical contracting, transport and logistics, accommodation, catering and general construction support. Neoen aims to maximise local content where practicable and expects its contractors to actively engage with local suppliers through transparent procurement processes.
Construction timeframes will be confirmed once contracting arrangements, grid-connection programs and final investment decision processes are completed. Subject to these milestones, overall construction is expected to span approximately 18-24 months, including mobilisation, civil works, electrical installation, commissioning and grid-compliance testing.Supplier requirements may include compliance with Australian Standards applicable to high-voltage electrical infrastructure, battery system installation, fire and emergency management systems and hazardous material handling. Contractors may require suppliers to hold appropriate licences, registrations and insurances, including high-risk work licences, electrical worker registration, ISO-aligned quality, environmental and safety management systems (e.g., ISO 9001, 14001, 45001), and conformance with all site-specific induction and training requirements. Transport of oversized or heavy equipment may also require approvals and conditions issued by the Department for Infrastructure and Transport and relevant local councils.
Next steps for suppliers include registering an Expression of Interest via the Gateway and ensuring capability statements, contact details and certifications are current. As procurement progresses, shortlisted contractors will use Gateway to identify capable local suppliers for tendering opportunities. Further project updates and contracting packages will be released as development, investment and grid-connection activities advance.
Goyder Battery Stage 1 represents a major clean-energy infrastructure investment in South Australia and reinforces Neoen's commitment to long-term, sustainable renewable energy development. The project provides substantial opportunities for regional participation and aims to deliver enduring economic, environmental and community benefits for the Mid-North region.
About the project:
Goyder North received Planning Consent for up to 135 wind turbines equivalent to approximately 1,000 MW of wind power and three standalone big batteries with a total storage capacity of up to 900 MW / 3,600 MWh.
The Project has since been refined, and the focus is on progressing as follows:
The first standalone big battery is called Goyder Battery Stage 1 with a minimum capacity of 200 MW / 800 MWh. This is located adjacent to ElectraNet's Bundey Substation and is expected to commence construction in mid-2026.
