Description

Maitland City (the Principal) is located at Maitland in the Hunter Valley of New South Wales situated on the Hunter River approximately 166 kilometres by road north of Sydney and 35 kilometres north west of Newcastle.

The Principal has operated the EPA-licensed Mount Vincent Road Waste Landfill Facility since 1993 and is investing in the transformation of the Site into the Maitland Resource Recovery Facility (MRRF). The transformation is critical to ensure the continuity of waste management services for the Maitland community beyond landfill airspace exhaustion, now projected to occur in 2028.

The major upgrade of the MRRF known as Stage 3, involves the delivery of transfer station and resource recovery infrastructure by a third-party construction contractor under a design and construct contract. The upgrade will enable the Site to safely and efficiently receive, sort, and bulk haul all waste streams to appropriate off-site processing and disposal locations. This will allow the Principal to continue to provide essential services to domestic, commercial, and operational customers while improving resource recovery outcomes.

To ensure successful delivery, the Principal seeks to engage an experienced design and construction project manager (Contract Project Manager) to oversee the project, provide independent client-side project management services, and ensure that all contractual, safety, financial, and operational requirements are met.

The Contract Project Manager will report to the Principals Project Manager and must be a dedicated design and construction project manager, full time resource (minimum 35 hours per week) for the duration of the engagement

The Project Manager role is anticipated to commence in November 2025 and extend through to June 2028,

The Project Manager will be based primarily at the Principal offices (Maitland Administration Centre, 263 High Street, Maitland NSW 2320) and the Site (109 Mount Vincent Rd, East Maitland NSW 2323), with flexibility for remote working subject to approval by the Principals Project Manager.

The proposed contract is for a period of three (3) years with an option for one (1) twelve-month period at the Principals discretion.

The Respondent must respond in the boxes provided and expand the space as necessary. The Principal prefers responses in each section be limited to less than 500 words. However, where a Respondent wants to attach additional relevant documents, ensure you include a reference to the attachment in the relevant section. The responses from your company to these questions will be used within the evaluation process in conjunction with the submitted pricing file.

Any question left blank will receive an evaluation rating of 0 for that question. Respondents must not alter the content or the format of the document. Attachments must only contain relevant information and be provided as supporting material and not a substitute for a response to a particular question.

Respondents are to ensure that all attachments are clearly identified and numbered numerically in the same order as the questions and included item number in the naming convention of the attached file.

Respondents are requested to submit pricing using the pricing file within the RfT pack refer document 07.20252482 Design and Construction Project Manager MRRF Stage 3 Price. The price is to be determined on the basis of a daily rate of seven hours per day for the Services between the hours of 7.00am to 7.00pm (or part thereof) for each day the Contractor provides the Services, up to a maximum of 5 days or 35 hours per week. for the Services

Respondent Questions

Should the Respondent have any questions during the Tender process, these must be submitted in writing via the Portal Online Forum. The Principal will respond to the question(s) through the same channel to ensure each party receives the same information.
