Tender Description

The State of Queensland, acting through Queensland Health, invites suppliers to submit an Expression of Interest (EOI) for potential appointment to the Queensland Government Insurance Broker Services Panel. This EOI is a preliminary, non-binding stage designed to test the market, gather information, and identify capable suppliers for progression to Phase 2 – Invitation to Offer (ITO).

The purpose of this EOI is to:

• Understand supplier capability, capacity, and innovation across key service categories.

• Explore solutions that align with Queensland Government procurement principles, including value for money, ethical conduct, local opportunities, and sustainability.

• Inform the development of detailed requirements for the ITO process.

Respondents should note:

• Participation in this EOI is a prerequisite for consideration in Phase 2.

• No contractual relationship will be formed at this stage.

• The Queensland Government reserves the right to invite additional suppliers to Phase 2 where appropriate.

Suppliers are invited to share insights on approaches that are scalable, adaptable, and innovative, supporting effective risk management and insurance strategies for Queensland Government agencies. Submissions should reflect alignment with the Queensland Procurement Policy (QPP) 2026*, demonstrating commitments to ethical practices, transparency, and the principles of purposeful public procurement.

Please note: Phase 2 – Invitation to Offer will formally assess purposeful public procurement outcomes, including contributions to local economic benefits, sustainability initiatives, and positive social impact, in accordance with the Queensland Procurement Policy 2026.

The Queensland Procurement Policy 2026 will apply to this process from 1 January 2026. Respondents should ensure their submissions align with the principles and requirements of QPP 2026.
