Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠The RFQ seeks to procure strategy, policy and governance services to support the implementation of the Mental Health and Suicide Prevention Division (MHSPD) Data Strategy. This strategy was developed to address gaps identified by ANAO audits, such as unreliable performance reporting and lack of alignment between objectives and data sources.

The successful supplier will provide technical expertise and deliverables in three priority areas:

  1. New Program Data Reporting Standards - Develop a practical toolkit (blueprint) for policy and program teams to set up robust, consistent data requirements for new programs.
  2. Visibility of Care Across the Stepped Care Continuum - Deliver a quarterly Power BI dashboard showing service contacts and program usage across MHSPD-funded services, with drilldowns for program-level monitoring.
  3. Broader Use of Data Within the Division - Create a centralised data catalogue and resource hub, including inventory, guidance, and training for staff.

Objectives:

  • Accelerate delivery of high-impact data infrastructure and tools.
  • Ensure technical rigor and best practice in dashboard development.
  • Build scalable, reusable solutions for future reporting needs.
  • Support change management and capability uplift within the Division.

1. Internal capacity is insufficient to implement all 11 strategic priorities.
