Tender Description

Background

Transwa is the regional arm of the Public Transport Authority (PTA) and direct provider of public transport services to meet the needs of regional Western Australia (WA). 

The Transwa network extends to Kalbarri and Meekatharra in the north, east to Kalgoorlie and south-east to Esperance. A large portion of services cater for the major regional centres throughout the south-west of the state.

Transwa operate four rail services: 

-    The Prospector service, between East Perth and Kalgoorlie, has a total of 18 services per week. 

-    The Australind service, between Perth City and Bunbury, has a total of 28 services per week.

-    The AvonLink and MerredinLink services are operated utilising the same two railcars:

•    The AvonLink service, between Midland and Northam, has a total of 10 services per week. 

•    The MerredinLink, between East Perth and Merredin, has a total of 6 services per week. 

The Transwa road coach fleet delivers an essential service for regional Western Australia. The road coach network links some 240 regional communities to Perth, and points in between and average 142 services. 

Transwa operate twenty-five Volvo/Irizar road coaches. The road coaches are a Volvo B11R chassis with an Irizar i6 body. The road coaches travel approximately 140,000kms per year. 

It is required that the Transwa road coach and railcar fleets (herein referred to as Vehicles) are cleaned following every service to ensure that a high standard of cleanliness and hygiene is maintained at all times and to achieve a high level of customer satisfaction.

This procurement also seeks the contractor to provide cleaning services for the Transwa Booking Centres and contact centres in regional locations and to provide baggage handling and ancillary services in the Perth metropolitan area and at some regional locations.

The term of the contract is from date of commencement for a period of two (2) years. The Public Transport Authority has two (2) options to extend the Term for a further period of two (2) years initially, than a further option to extend for one (1) year. This option to extend if granted is subject to PTA’s absolute discretion and will be on the terms and conditions applying at the time of exercise of the option.

Scope of Services and Specification

The PTA is seeking a suitably qualified and experienced Contractor to provide the following services to Transwa:

1.3.1    Cleaning services for Transwa’s Road Coach and Railcar fleet in the metropolitan area and regional locations.

1.3.2    Cleaning of Transwa Vehicles is to be carried out at locations and intervals determined by Transwa. Cleaning tasks are to be carried out in accordance with Transwa’s requirements as either a Turnaround, Daily or Detail clean. 

(i)    A Turnaround Clean is carried out after a Vehicle has completed a journey and is required for another service that day. In such cases, essential cleaning tasks must be carried out to ensure that the Vehicle presentation is of a high standard.

(ii)    A Daily Clean is carried out after a Transwa Vehicle has completed its final service for the day or the single leg of a round trip and there is sufficient time and facilities to fully clean the vehicle. Daily cleaning requires a higher level of cleaning than the Turnaround clean.  

(iii)    A Detail Clean is carried out at set intervals and involves thoroughly cleaning the interior and exterior of the Vehicle to an as-new appearance.

1.3.3    Cleaning services, baggage handling and ancillary services at Transwa Booking Centres and Contact Centres in the metropolitan and regional locations.

(i)    Albany Booking Centre

a.    Baggage handling services for road coach arrival and departures.

(ii)    East Perth Terminal

a.    Baggage handling services for Prospector arrivals and departures.

(iii)    Bunbury Terminal

a.    Relief Station Attendant duties each Monday and on an as required basis.

(iv)    Geraldton Station 

a.    Baggage handling for road coach arrivals and departures.

b.    Open and close public toilets for each service.

c.    Minor cleaning of public toilets as required.

(v)    Kalgoorlie Station

a.    Baggage handling services for Prospector arrival and departures.

(vi)    Merredin Station

a.    Cleaning and ancillary services at Merredin Station to maintain a high level of customer satisfaction.

(vii)    Cleaning services for Transwa’s Depot Offices located in Albany and Kewdale.

(viii)    On-demand graffiti removal services across Transwa fleet, covering metropolitan and regional locations.

(ix)    On-demand bio-hazardous cleaning services across the Transwa fleet, covering metropolitan and regional locations.

Site Visit 

A site visit will be held at 116 West Parade, Perth on 9 Feb, 2026 12:30 PM.

A non-mandatory briefing session will be held for all potential Respondents at the Public Transport Centre, 116 West Parade, Perth on Monday, 9 February 2026 at 12:30 PM.

Respondents attending the Briefing Session must contact the enquiries officer nominated on page 1 of the Request.

Attendees will have the opportunity to ask questions during the briefing. The briefing session will include a tour of the East Perth Road Coach Depot and the Prospector, Transwa’s train service between East Perth Terminal and Kalgoorlie Station . Responses to any questions given on the day or taken on notice will be included in an Addendum that will be issued the following week (or earlier if possible).

Please arrive 15 minutes early and report to security.

Location and parking

The Public Transport Centre is located on West Parade, Perth. Free parking is available at the East Perth Station car park off East Parade or at the Public Transport Centre on the western side of the rail line. If the East Parade car park is full, the quickest way to get to the Public Transport Centre is to continue north along East Parade, turn left at the first set of lights then left again onto West Parade immediately after going under the rail line.
