Employee Assistance Program

The Opportunity

V/Line Corporation is seeking a suitably qualified and experienced provider to deliver a comprehensive EAP that promotes and supports the psychological health and wellbeing of employees and their immediate family members. The program must align with V/Line’s commitment to creating a mentally healthy workplace through:

• Promoting wellbeing and the positive aspects of work
• Identifying and managing psychosocial risks to create a psychologically healthy and safe workplace
• Responding to mental health needs and providing early intervention strategies and support for employees experiencing mental health challenges.

The objectives of the procurement are to:

• Provide employees and their immediate family members with access to a broad range of programs and services that support psychological health and wellbeing, addressing both work-related and personal concerns.
• Deliver tailored, evidence informed services that respond to workforce needs, reflect current best practice and are adaptable to the diverse needs of individuals, teams, and the broader organisation.
• Ensure alignment with V/Line’s Values and Strategic Direction, fostering a culture of care, resilience and psychological safety.

The EAP will provide the following services:

• Counselling support – confidential, short term, solution orientated individual and/or group psychological counselling, supervision and/or support must be provided as appropriate to meet the needs of all employees, people leaders, executives and family members.
• Coaching support and holistic wellbeing services that include legal, financial, nutrition and physical activity support and coaching.
• Manager support
• Critical incident, crisis and trauma support
• Integrated support for injured workers
• Dispute and conflict resolution
• Career development and life transitions
• Personal learning and development to promote wellbeing
• Culturally appropriate, accessible and inclusive services designed to be flexible and responsive to the diverse needs of V/Line’s workforce across geographic, cultural, and operational contexts.

V/Line now uses Zycus as its procurement system, and we will use Zycus for tender events.

What this means for you.

V/Line will release a new Tender document for Employee Assistance Program on the Zycus platform. This is the ONLY platform that tender documentation will be available on.

As part of our implementation of Zycus, we have also introduced the Zycus Supplier Network (ZSN) portal, which is a secure, online platform that enables suppliers to engage with V/Line digitally. Tender documentation will be available to be viewed via the ZSN portal, and V/Line will be accepting tender responses submitted via ZSN.

Active V/Line vendor:

Please contact V/Line at: procurementsystems@vline.com.au to request your unique ZSN registration link which allows you to create your ZSN account with V/Line.

If you already have a ZSN account linked to V/Line, please login using your existing login information.

Prospective V/Line vendor:

Please click this link to register an account on ZSN and create your company profile.

View tender documentation

After your ZSN registration is complete, you will be able to login to ZSN and view the tender documentation when it is released from your ZSN account V/Line home page. Tender documentation will not be available to view until the release date.

Submitting a tender response

V/Line will only be accepting responses submitted via ZSN. Please login to the ZSN Portal during the tender open period to complete and submit your response. Please note that V/Line has released the Advance Tender Notices on Tenders Vic which closed on 24/12/2025.
