Tender Description
1. SCOPE OF SERVICES
The scope of services under the Contract include, but are not limited to:
1. Documentation
- Prepare the Traffic and Transport Plan (TTP) and Traffic and Transport Implementation Plan (TTIP) in consultation with AGPC and other Traffic and Transport Committee (TTC) stakeholders.
- Update Public Transport and Parking contingency plans, in consultation with the Department of Transport and Planning (DTP), public transport operators, Victoria Police and other TTC stakeholders.
- Prepare a debrief report at the end of the Events outlining issues and recommendations for future events and Traffic and Transport Coordination Centre (TTCC) operations.
- Write plans for new traffic treatments and operations (as required) for AGPC to enact and rely on, that include but are not limited to:
- Changing Event demands
- Minimise adverse impacts on nearby residents and businesses
- Hostile Vehicle Mitigation
- Pedestrian and road safety.
2. Stakeholder Liaison
- Attend all scheduled TTC meetings, workshops, meetings with AGPC, External Traffic Management (ETM) contractor and other stakeholders engaged in the TTC as requested (typically up to four (4) TTC planning meetings and one (1) debrief meeting held post Events).
- Attendance at the Emergency Management Exercise and Traffic Management Exercises as required.
- Deliver expert, reliable, and qualified advice on traffic management solutions that integrate countermeasures against Vehicle as a Weapon ( VAW ) threats, reducing the risk of vehicle-based attacks at site perimeters and within ‘last mile’ of event spaces.
- Liaise with the local councils regarding applicable changes to restricted access and parking zones/controls in the Local Government Areas as documented in the TTIP.
- Liaise with other agencies as required, including but not limited to Victoria Police, taxi/rideshare/bus operators, micromobility operators, relevant regulatory organisations and AGPC engineering and infrastructure contractors.
- Provide expert traffic and transport advice as required.
3. Project Management and Auditing
Superintendent of the ETM Contract, including:
- Undertake implementation audits of external treatments during installation (typically Friday Pre-Event Week 1 for the F1® Event and Wednesday Event Week for the MotoGP Event) and following removal. Audit reports to be shared with AGPC
- Preparing / reviewing the quantity and rates estimates
- General liaison with the ETM Contractor as required; and
- Consult on the ETM contractor tender process.
- Reconciling the fee claim of the ETM contractor and providing recommendation to AGPC including consideration of any variations.
- Provide yearly recommendations on changing event landscapes.
- Yearly review of operating and implementation models.
4. Traffic and Transport Coordination Centre
- The Consultant will be AGPC’s liaison to the Traffic and Transport Coordination Centre (TTCC). As AGPC’s representative, the Consultant will coordinate and manage an effective TTCC.
