Tender Description
The Remote Community Laundries Project (the Project) will provide funding to establish or upgrade, maintain and operate laundry facilities in remote First Nations communities in northern and central Australia to 30 June 2029.
Remote First Nations communities disproportionately face poor living conditions, including the absence of functional health hardware and limited access to essential services, adequate housing, and infrastructure.
Increasing access to fixed or mobile community laundry facilities with clean hot water and medicative detergents will allow clothes, bedding and towelling to be washed properly and regularly. This washing aims to reduce:
- the spread of infections such as scabies and their associated health complications, including Rheumatic Heart Disease, Acute Rheumatic Fever, Chronic Kidney Disease and visual impairment; and
- allergens and irritants that can exacerbate chronic respiratory conditions like asthma.
The construction, operation, maintenance and management of the community laundries also align with the Australian Government’s economic development agenda, contributing to better economic and social outcomes, including:
- improving economic empowerment for First Nations communities through increasing access to local employment; and
- improving social interaction, information exchange and community participation, subsequently having a positive impact on social and emotional wellbeing.
It is expected that successful provider(s) will have established partnership with the local First Nations community of the proposed laundry facility and are committed to co-design and delivery. Applicants will need to demonstrate the laundry facilities align to the priorities of the local First Nations community, and the health objectives of IAS Program 1.3 – Safety and Wellbeing.
Eligibility:
To be eligible you must:
- Have an Australian Business Number.
- Where relevant, be registered for the purposes of GST.
- Be a permanent resident of Australia.
- Have an account, in your name and which you control, with an Australian financial institution.
- Be one of the following entity types:
- an Aboriginal and/or Torres Strait Islander Corporation registered under the Corporations (Aboriginal and /or Torres Strait Islander) Act 2006
- a company incorporated in Australia
- a company incorporated by guarantee
- an incorporated trustee on behalf of a trust
- an incorporated association (incorporated under state/territory legislation, commonly have 'Association' or 'Incorporated' or 'Inc' in their legal name)
- a partnership
- a joint (consortia) application with a lead organisation
- a registered charity or not-for-profit organisation
- an Australian local government body
- an organisation established through a specific piece of Commonwealth or state/territory legislation including public benevolent institutions, churches and universities.
The Agency can only accept applications that demonstrate:
- Partnership(s) with the local First Nations community to design and implement the laundry project.
- Alignment with local health need and to community priorities including, economic participation through local job creation, training and skills development.
- Service delivery in remote and very remote classified restricted Indigenous Areas across northern and central Australia (refer Appendix B of the Grant Opportunity Guidelines).
- Laundry facilities have access to existing local utilities and adhere with state and territory regulations.

Grant Activity Timeframe:
A maximum grant period of 4 years.
Total Amount Available (AUD):
$10,600,000.00

You will receive an electronic Application ID Number once your application has been lodged with the National Indigenous Australians Agency (NIAA). You should keep a copy of your application, Application ID Number and any supporting documents.
If you find an error in your application after submitting it, you should contact the NIAA immediately at IASAMO@niaa.gov.au.
We do not have to accept any additional information, nor requests from you to correct your application after the closing time.
If we find an error or information that is missing, we may ask for clarification or additional information from you that will not change the nature of your application. The NIAA can refuse to accept any additional information from you that would change your application after it has been received by the NIAA.
