The purpose of this Request for Proposal is to communicate Hydro Tasmania’s requirements and provide relevant information to enable Proponents to propose a solution that best fits Hydro Tasmania’s requirements.

The requirements for the solution included in this Request for Proposal are deliberately broad. Hydro Tasmania recognises that there may be several different ways in which their requirements could be met, and therefore does not wish to place limitations on the scope of a solution or to restrict proposals to any particular technologies or approaches. This is to encourage proponents to propose innovative solutions that they think will best meet Hydro Tasmania’s needs. We invite your recommendations and suggestions.

The expected outcomes from this procurement process are to:

• understand the timeframes, effort and costs required for the delivery of the solution;

• identify any value added services that the Proponent may be able to offer to Hydro Tasmania;

• select a suitably qualified and experienced vendor to partner with Hydro Tasmania to fully develop and implement the solution that will best meet our requirements; and

• ensure the selected vendor can meet Hydro Tasmania’s future requirements from a commercial, operational, and regulatory perspective.

This RFP relates to the establishment of a Professional and Technical Services Panel to assist Hydro Tasmania (HT) deliver major projects within the West Coast Refurbishment Program. HT has a requirement to remove and fully replace the turbines and associated systems at Bastyan, Mackintosh and Reece power stations to extend their operating life for a further 30-40 years. These major works projects are currently scheduled to occur between 2027 and 2031. There will be a significant overlap of resources required to plan, design, implement and upgrade the major internal power generation machinery and systems within these power stations. These works include four turbine replacements and auxiliary system upgrades initially, with the possibility of additional power station refurbishments being added to the West Coast Refurbishment Program scope. The expected spend under this package of works for the initial three specified power stations is $1-2M per annum,

Re-setting the operating life of HT’s West Coast power stations will require HT to effectively undertake a series of major upgrade projects.

HT see value in establishing strong vendor relationships under a panel arrangement assisting in the delivery on required outcomes.

The typical roles expected to be required under this Panel include various Professional and Technical Services roles, as outlined at Attachment A of this Request for Proposal. This attachment also includes an indicative list of the minimum role duties that would be expected.

This list is an indication of roles likely to be required – additional roles may be utilised post panel establishment, if required, also, all roles in this list are not guaranteed to be engaged under the Panel if specific roles are deemed unnecessary once the project has commenced.

Post assessment of Proposals, the Evaluation Panel will identify a number of the most suitably qualified suppliers which can offer diversity of skills and experience across the program of work required by HT. We acknowledge that no one supplier may be able to meet all the resource capability needs listed in Attachment A. Each Panel member will be signed up under the Labour Hire and Recruitment – Umbrella Contract (attached to this RFP), which will outline permanent placement fees for contractors should any placements result in Hydro Tasmania employing a contractor directly.

All Proposals assessed and recommended to form part of the Panel will be required to complete a Tasmanian Industry Participation Plan (TIPP) prior to Hydro Tasmania distributing a Contract for execution. Further information regarding this will be communicated at the time of notification of a successful proposal.

Whilst the requirements of each labour hire engagement can be unique, and we seek resources with a required skill set, at times the needs of an engagement can be cross functional (multiple projects and/or business as usual), or we may only have a requirement for the role to support a particular phase in a project lifecycle.

Throughout the engagement there will be regular checkpoints between the HT Contract Representative and Panel vendors to ensure contract performance and terms are meeting requirements.

Rates under each contract will remain fixed for the first 12 months, rates to be increased by CPI upon the anniversary of the engagement.
