ABOUT THE CITY of COFFS HARBOUR (THE CITY):

Coffs Harbour is positioned halfway between Sydney and Brisbane. Coffs Harbour is a thriving regional coastal city of approximately 85,000 people and enjoys a unique lifestyle created by its geography and climate. Nestled between coastal slopes of the Great Dividing Range and the 80 kilometres of golden beaches that form its boundaries Coffs Harbour has gained a reputation as a dynamic and rapidly expanding economic hub.

ABOUT THIS REQUEST FOR QUOTATION (RFQ):

The City of Coffs Harbour is seeking quotations from appropriately qualified and experienced consultants to provide a review of the Citys Renewable Energy and Emissions Reduction Plan (REERP) under City contract CON00736. The City anticipates this contract will be awarded to a single successful consultant who will be required to enter into a legally binding contract a copy of which is attached in the RFQ document set.

SCOPE:

The REERP is due to be reviewed and updated and the City is conducting a Request for Quotations (RFQ) from suitably qualified organisations to evaluate the City’s progress against our 2021 REERP and:

• Provide the City with a progress/status report of the 2021 REERP

• Provide updated a corporate emissions profile and compare them to our 2010 baseline, emissions, current targets, the Paris Agreement and NSW Governments targets and the Climate Change (Net Zero Future) Act 2024

• Review incomplete actions in the REERP 2021 and provide updated emission reduction projections, costings (e.g. including lifecycle costs depreciation, use of hybrids, infrastructure etc.)

• Provide advice on other emission reduction and renewable energy opportunities, which includes costs and impact on emissions (including new and emerging technology, partnership opportunities and offsets etc.)

• Provide an action plan with a list of projects (detailing approx. cost and emissions impact) that can be included in future Delivery Program and Operational Plans

ENQUIRIES:

RFQ enquiries and clarifications should be directed to Mr Ross Clark Governance Coordinator via the online forum by the close-off date and time which is 4pm on Tuesday 9 December 2025.

SUBMISSIONS:

Completed RFQ submissions must be submitted in soft copy via the electronic tender box (which is the Citys method for submissions) using the attached MS Word Returnable Schedules document provided. Proponents will receive a Successful Submission Receipt, timed and dated upon completion. Submissions made in hard copy format, or sent via email, fax or other media will not be considered.

CLOSING DATE AND TIME:

RFQ submissions must be prior to 10am on Friday 12 December 2025, and submissions must be fully uploaded into by this time. Please be aware that your documents (and those of other tenderers being uploaded immediately prior to the Tenderbox closing date/time) might adversely affect document upload times. Proponents, therefore, are strongly advised to allow adequate document upload time prior to the Tenderbox closing time.

The City is not bound to accept the lowest priced quotation or all or any part of the quotation, and reserves the right to conduct the RFQ process and select the successful proponent as it sees most advantageous. City staff other than the contact listed in the RFQ document are unable to respond to verbal enquiries in relation to the RFQ. Canvassing of Councillors or City staff regarding this RFQ will render a proponents bid invalid.
