Disaster Response Framework – Development & Establishment

MidCoast Council is seeking to engage a suitably qualified and experienced Consultant for the development of a disaster response framework and to commence its implementation.

About

Development of the framework will be supported by work already conducted by Council, initiated from lessons learned workshops and the creation of priority disaster recovery improvement actions.

Following the AGRN1212 event, Council has conducted lessons learned workshops and has identified a number of improvement opportunities. This includes the development of a formal disaster response/recovery framework that maximises infrastructure restoration at minimal cost to ratepayers. Procedures and systems to support the framework will also need to be developed.

Council will arrange a meeting/workshop with its local NSW RA Manager Reconstruction Coordination to discuss lessons learned from the submission/processing of EW/IRW claims for the AGRN1212 event and any advance learnings from EPA-RW submissions. This will likely occur late September/early October.

Purpose

Council is seeking external specialist support to deliver identified improvement actions, embed improved controls and processes, and support practical adoption of the disaster response/recovery framework across relevant teams and systems.

Scope

The scope includes:

• Development of a formal disaster response/recovery framework
• Development of procedures and systems to support the framework
• Delivery of priority disaster recovery improvement actions across evidence capture and claim integrity
• Delivery of priority disaster recovery improvement actions across work order quality and data integrity
• Delivery of priority disaster recovery improvement actions across procurement and delivery under pressure
• Delivery of priority disaster recovery improvement actions across reporting and operational coordination
• Delivery of priority disaster recovery improvement actions across disaster readiness and training
• Delivery of priority disaster recovery improvement actions across value maximisation
• Delivery of priority disaster recovery improvement actions across programming
• Delivery of priority disaster recovery improvement actions across governance
• Delivery of priority disaster recovery improvement actions across external engagement
• Embedding improved controls and processes to support the framework
• Supporting practical adoption of the framework and associated actions across relevant Council teams and systems
• Commencing implementation of the disaster response framework
