icare NSW is establishing a new Assurance Services Panel that will be procured through a staged approach. Stage 1 of the Panel, which is the focus of this RFP relates to Wage Audit Services.
Project goals
To establish a panel of suppliers who can deliver Wage Audits for icare NSW.
The goals of this RFP and the Premium Compliance Assurance Program are to:
1. Identify under or over-declared wages, including incorrect classification or omission of assessable remuneration.
2. Improve accuracy and integrity of employer premium declarations.
3. Promote scheme equity and transparency by identifying non-compliance and recommending corrective action.
4. Provide insights that support icare’s regulatory obligations and scheme stewardship responsibilities.
Scope
icare initiates Wage Audits to ensure continual compliance with the law relating to workers compensation insurance policies and payment of premiums. icare is required by State Insurance Regulatory Authority (SIRA) to have an employer premium compliance program of which wage audits form part of the program.
Wage Audits are conducted to:
1. Determine the correct wages amount to be adopted for the calculation of premium.
2. Gather and assess information to allow icare to verify industry classification.
3. Identify any predecessor employers in accordance with the provisions of the Insurance Premiums Orders and Market Practice and Premium Guidelines (MPPGs).
4. Ensure that those claimants against the policy are shown in the wages records at the date of injury.
5. Confirm that the Insured / Employer’s details are correct including verifying the legal identity of the Insured / Employer and confirming that other information, such as the Insured / Employer’s address for example, matches that held by icare.
6. Provide the Insured / Employer with information that may assist in the correct determination of wages paid, the nature and types of records to be kept, and other aspects of compliance with their legal obligations.
7. Identify related entities as per the Insurance Premiums Orders and Market Practice and Premium Guidelines (MPPGs).
8. Determine under-insurance or non-insurance of Employers
