Tender Description

The Department of Defence (Defence) has an ongoing and increasing demand for data for Defence and National Security intelligence purposes. A key data element is what is commonly referred to as Intelligence Mission Data (IMD), which is used to support the reprogramming of military platforms and systems. Defence has a current and continuing need to increase the volume, speed and fidelity of IMD production and it is anticipated that Industry support will be critical to achieving this aim.

The purpose of this Paper is to obtain a better understanding of the market’s current and future capability and capacity in data management skills which are key to the delivery of IMD services. Defence is also interested in exploring innovative approaches and contracting models to support the growth of industry capability and capacity to align with the growing Defence demand.

Scope:

To inform an assessment of the options, Defence is seeking industry responses to targeted questions relating to:

a) Maturity of organisational processes which are integral and/or adaptable to the production of IMD;

b) Workforce skillsets available within the market and potential growth rates;

c) Any market constraints;

d) Industry’s approach and appetite for innovation;

e) Industry’s experience and appetite for partnering for the mutual purpose of developing a sovereign industry;

f) Industry’s experience with Commonwealth security classification requirements;

g) Availability of Industry owned and accredited facilities and ICT; and

h) Appropriate contracting models to facilitate partnering. 

This Paper has been published to facilitate a more collaborative relationship with industry, to initiate discussion and obtain feedback from industry that will inform a potential future procurement process.
