Dear Tenderers
V/Line will be testing the marketplace for the Traffic Management Services Panel (TMSP).
This marketplace test will be an open tender and is expected to be released shortly after obtaining internal procurement approvals around Mid-December 2025.
Provision of Temporary Traffic Management Services to facilitate and support activities across the network.
V/Line Pty Ltd operates regional public transport services within Victoria and is the sole provider of intrastate regional passenger rail services including the Victorian regional railway network.
Under this arrangement, V/Line intends to establish a panel of contractors to provide Traffic Management Services on an as-needed basis for the Victorian Intrastate Country Rail Network.
Suppliers must be prequalified with VicRoads, and evidence of certification is required. Further details can be found at Temporary Traffic Management Accreditation Program (Temporary traffic management accreditation program - Transport Victoria). Tenderers must hold prequalification for both Traffic Management Design (TMD) and Traffic Management Implementation (TMI), and comply with road Categories 1, 2, and 3.

1. Zycus pre-registration
V/Line now uses Zycus as its procurement system, and V/Line will use Zycus for this upcoming tender process. Only the Advanced Tender Notice is published on Buying for Victoria and to access the tender documentation, the interested supplier must be already pre-registered onto the V/line Zycus Supplier Network (ZSN).
What this means for you
As part of V/line implementation of Zycus, V/Line have also introduced the Zycus Supplier Network (ZSN) portal, which is a secure, online platform that enables suppliers to engage with V/Line digitally. PTS tender documentation is only available to be viewed via the ZSN portal, and V/Line will only be accepting PTS tender responses submitted via ZSN.
Complete your ZSN registration as early as possible.
How to access ZSN
· Active V/Line vendor:
- Please contact V/Line at procurementsystems@vline.com.au to request your unique ZSN registration link which allows you to create your ZSN account with V/Line.
- If you are already have a ZSN account linked to V/Line, you can login using your existing login information.
· Prospective V/Line vendor:

After your ZSN registration is complete, you will be able to login to ZSN and view the open tender documentation when it is released via ZSN and accept Part B terms and condition of tender participation. This is anticipated to be around Mid-December 2025 from your ZSN account V/Line home page. Tender documentation will not be available to view until the release date. Suppliers are required to periodically check their ZSN to access this documentation.
2. Supplier Communication with V/line during Open Market activities on TMSP.
Communication with V/line as an Interested Tenderer of TMSP Tender
Once you have completed your ZSN registration, all interested Tenderers must select the published TMSP tender event on ZSN and accept Part B terms and condition of tender participation, before being granted access to download the actual tender documentation from ZSN.
Communication to V/line during the open market activities is via the Zycus eForum chat function via ZSN. This chat function within ZSN permits both private 1-1 chat and V/line publishing information out to a group of suppliers.
Communication with V/line prior to accessing ZSN Tender Event Invitation
If you have any questions before the tender event is published on ZSN, please email V/line at tenders@vline.com.au and ensure your title of your email state “TMSP – Supplier Name”. Once the tender event is published on ZSN, all tender related questions should be via Zycus eForum chat.
3. Fair Job Code pre-assessment certification
Interested Tenderers intending to submit a tender bid will be mandatorily required to submit a Fair Job Code pre-assessment certification as part of your tender submission. Supplier who does not meet this mandatory compliance criteria will not proceed to forward to full tender assessment.
