Council (TRC) has embarked on a significant transformation journey. The generation of operational efficiencies, through integrated and automated business functions and supported by modern technology solutions, are seen as critical enablers to this program.
TRC Laboratory Services provides highly specialised, National Association of Testing Authorities (NATA) accredited services for the sampling and analysis of a broad range of water quality parameters. Services are provided to internal and external clients across the Toowoomba region. The combination of bacteriological and chemical analytical services allows TRC to accurately establish the overall condition of various waters and wastewaters and ensure compliance with Water Quality Standards, as set out by the National Health and Medical Research Council’s (NHMRC) “Australian Drinking Water Guidelines”; and to ensure compliance with licences issued by the Department of Environment Tourism, Science and Innovation (DETSI) and other Regulatory bodies.
TRC Laboratory Services is in a unique position of being the largest external water testing laboratory in the region, providing extensive services that are available to Toowoomba Regional Council, 14 other south and western Councils, State & Federal Government, consultants, the general public, farmers, industry, and businesses. Retaining NATA accreditation and compliance with ISO/IEC 17025 standards is paramount but underpinned by a continued reputation for service, quality, and timeliness.
The LIMS system is a critical receptacle of data. It is critical for maintaining historical information, which is regularly supplied to multiple Council departments and State and Federal regulators. The current Laboratory Information Management System (LIMS) in use within TRC Laboratory Services is outdated and inadequate to meet the current and ongoing needs of the laboratory, Council, or the community.
The current LIMS application was installed in 1999 and has served its purpose, however with the organic growth of the facility both internally and externally over the past 26 years, has seen its usefulness decline rapidly.
The Laboratory has a need for a LIMS capable of taking advantage of emerging technologies such as Cloud hosting, data piping directly from instrumentation, quality and data control, mobile functionality, and many more that have become the minimum standard of other systems in today’s market.
Council is seeking the services of a highly experienced and qualified service provider that has demonstrated expertise in delivering an integrated high quality SaaS Laboratory Information Management System Software Application solution.
