Tender Description

⁠⁠⁠Project goals

Transport for NSW (TfNSW) is preparing to go to market for delivery of the Mobile

Enforcement System (MES). The MES is a crucial component of key automated enforcement initiatives in NSW, which aim to deter speeding, illegal mobile phone use and non- compliant seatbelt use on our roads.

It aligns with the NSW 2026 Road Safety Action Plan and the Automated Enforcement Strategy and contributes to TfNSW’s goal of achieving zero fatalities and serious injuries on NSW roads by 2050.

MES delivers a range of critical functions for the mobile automated enforcement programs across NSW. The MES will need to provide the following functions for these programs, as well as for any other mobile enforcement programs that TfNSW may introduce in the future:

• scheduling, mapping and route planning of vendor enforcement sessions.

• TfNSW surveillance scheduling and route planning.

• Spatial mapping, administration, and maintenance scheduling for over 5000 sites.

• reconciliation and payment summaries.

• capture of key enforcement data and evidential requirements

• vendor performance and other reporting as well as dashboard functions

Scope

The current Mobile Enforcement System is a platform provides scheduling for the current mobile enforcement programs as well as optimising routes, managing payments, audits and site operation and maintenance.

The new Mobile Enforcement System is being procured to ensure ongoing critical support for the current Mobile Speed Camera (MSC) and Mobile Phone and Seatbelt Detection Camera (MPSDC) programs, as well as any future mobile programs that TfNSW may introduce. The procurement will support continued delivery of current enforcement services in line with government objectives, and provide flexibility to improve the efficiency, cost-effectiveness and safety of the programs, and consider emerging technologies. The scope includes:

• The scheduling of speed and mobile phone and seatbelt enforcement sessions across approved locations statewide in line with TfNSW deployment strategies.

• Data management, processing, and secure transmission to TfNSW

• Platform to store forecasts and actual metrics (defined by MES team) for reconciliation purposes.

• Optional – Platform to propose alternate scheduling based on time-of-day events, historical information and proposed events.

• Platform to allow TfNSW the ability to modify schedules as required.
